FRENCH OFFICIALS 10 GREET LEGION . Doumergue to Attend Open- ing Session—Poincare to Extend Welcome. By the Associated Press. PARIS, September 10.—President Doumerque and not fewer than five cabinet ministers will deliver ad- dresses during ‘the American Legion convention week, beginning Septem- ber 19, and virtually every member of the government will attend one or more sessions of the convention. Apparently sqme misunderstanding occurred at Cherbourg, where the Jocal authorities announced today tigt the government had refused to grant permission for a public mani- festation and parade at Cherbourg on the arrival of the American Legionnaires aboard the Leviathan Septemiber 16. This immediately brought forth a denial from the min- istry of the interior. The statement was made that all measures would be taken by the ministry to insure that the program of the Cherbourg reception committee is carried out. Arrangements for the government'’s participation in the Legion convention ‘were discussed today at a council of ministers held at Rambouillet. Presi- dent Doumergue, it later was an- nounced, will attend the opening ses- sion of the Trocadero, September 19, but will not speak--the French con- stitution preventing him from doing so. The official representative of the government on that occasion will be Louis Marin, minister of pensions. The government’s official welcome to the Legion te France will be made by Premier Poincaye at -a dinner to the officials of the l.egion by the govern- ment on Sunday, September 18. M. Tardieu will speak Monday evening at a banquet, while M. Painleve and M. DR. SARAH MAULE. QUAKER CITY CLINIC NAMES DR. MAULE Washington Woman Is Given Title of Police Surgeon in Philadelphia. At the suggestion and under the direction of Dr. Sarah **ule, daugh- ter of Mr. and Mrs. Allan A Maule, 1809 North Capitol street, the City of Philadelphia has opened a special clinic for the wives and children of police and firemen, the first of its kind in this country. Dr. Maule has the title of police surgeon. Dr. Maule is a graduate of Central High School and of George Washing- Leygues, ministers of war and marine, respectively, will deliver addresses at a dinner Tuesday night. “SECOND A. E. F.” SAILS. Y. Endercon told the officials, Who | were satisfied with his own identi- fication, that he is employed by the company which makes the plane and that he had flown here from Roch- ester yesterday. When he reached this city, he sald, he was unable to locate the airport and was forced to land in a fleld. He told the sheriff's office he would fiy the plane to the airport and offer- ed to take a deputy sheriff along with him. Two Transfers Announced. Brig. Gen. Henry J. Hutch has been relieved from duty at San Francisc with the California National Guari and ordered to Manila, P, 1., for duty in connmection with the harbor de- fenses of Manila and Subig Bays. Brig. Gen. Charles D. Rhodes has been transferred from command of the 20th Brigade at Camp Gaillard, Panama ton University. She was graduated rom the Woman's Medical College, Philadelphia, two years ago, and now conducts a clinic at that institution. She is a practicing physiclan in Nor- ristown, Pa., where she has charge of medical inspection for girls in the public schools. The new medical service for wives and children of police and firemen in Philadelphia is supported by an an- nual _income of $84,000 to the police and firemen’s welfare fund, represent- ing a contribution of $1 a month by each of the 7,000 police and firemen.
