Mes ARTHUR O'BRIEN. who with Co1.0'Brien 1s at Savatoga for the season Society’s Early Return To Capital Foreshadowed By Unusual Cool Speli New Belgian Ambassador, Princess de Ligne and| Their Daughter Will Be Welcome Additions to Diplomatic Circles. HE Autumn migration back to the Capital bids fair to be early| this year, if the present cool weather continues. Alrcady some have returned from the mountains because it was uncomfortably cool. The first of September is usually the turning point in_the tide of | vacationists, and the travelers turn their cyes homeward. Preparations for school are necessary and those with young people must get home and ready. The debutantes come next and their plans for the Washington season, always tentative almost until the day of the debut party itself. Although the dates for debut partics are set, there is always the chance that a change may become necessary, or that the bud, herself, may change her mind. Then there are always last-minute additions to the list of debutantes. This condition is more exaggerated here than in other communities where families have lived and expect to live for gencrations. The new Ambassador of Belgium and Princess de Ligne and their daughter, Princess Elizabeth de Ligne, will be welcome additions to the diplomatic circle and to Washington, and the fact that the young daughter is of debutante age gives rise to speculations as to the gavety at the Belgian embassy this Winter. 'HE members of the cabinet who have been at a distance from Wash- ngton have already started “the return” for Seccretary of Commer Hoover came back from California early in the weck. of War, Mr. Dwight F. Davis, arrived in New York Friday from Europe. | The Secretary of the Interior, Dr. Work, has been back about 10 da: from Colorado and other States of the West; the Secretary of the Treasury, Mr. Mellon, will sail Tuesday for this country. Other members of the cabinet have remaincd close to the Capital during these so-called Summer months and except for brief vacations to ncarby resorts have been hard at work. The ljoflmas!er General and Mrs. New are the only members of the President’s official family who have a suburban home, and their charming place, Hemlock Hedge at Edgemoor, has been a delight to them and those of their friends who have remained clos “ enough to enjoy it.
