Maj. E. Brooke Lee Tells Ta- koma Citizens of Legisla- tive Proposals. At a mass meeting of the cititzens and taxpavers of T a Park, Md the tentative y program the Montgomery County del on 10 the Mary Legislature out lined In_ detail last night by Brooke Lee, speaker of the House of was Maj. E.| FORMER RESIDENT OF FLORIDA HERE Delegates of the Maryland Assembly The meeting was held in the Pre: | terian Community Hall, under the aus- | pieces of the Com- | munity League. ot R E.| Gould opened the meeting and intro- | duced Mayor Ben G. Davis, who in| w short address presented Maj. Lee, ! the guest and speaker of the evening. | According to the plans as outlined, | 1t is proposed to issue county bonds tof build as many miles of improved road | as the county's taxable basis can | finance without too great se in the county x rate. These roads. MaJ. Lee said, would be built by the State Roads Commission on state| specifications, unless voted for by the | county commissioners and all sections of roads so authorized, to he located by the board of county commissioners | in the various sections of the county. Would Double Police Force. In speaking of the school situation the plan calls for an issue of county bonds for and the authorization, lo cating. construction or enlargement of as many as possible of the school houses in different parts of the county recommended by the County Board of Education to meet the most urgently needed schedule of school construc- tion, The total amount of these bonds are to be within the most urgently needed schedule of construction rec- ommended by the board of education. Maj. Lee, in referring to the police force In the county, stated that at the present time but 12 men were on duty, while the proposed increase would give the county 24 men for duty. It is also intended to establish a police station at Betheada and on the Ol- ney-Baltimore State road, in addition te the one at Rockville. *Long term county bonds,” con- tinued the speaker, “would be issued for the construction of a fireproof room for the office of the clerk of the Cireuit Court to be located on the east side of the present courthouse at Rockville and also to provide a fire- proof building for the land records of Montgomery County and the rec- ords of the Orphans Court, this addi- tion to be so located that it can be the east wing of a permanent plan for the enlargement of the court- house, which plan can include a new west wing and front section to the courthouse. This would be further augmented with a similar issue of bonds in 1929 to build a similar fire. proof wing on the west side of the existing courthouse to house the tax records of the county.” May Build New Jail. “If the finances of the county will allow it,” said the speaker, “‘without too great an increase in the county tax rate and after the school, road and courthouse bonds have been pro- vided for, and the increased police and fire protection financed, it is planned to either build a new jail, or provide funds to make the present institution more sanitary and more livable.” One of the propositions in which the citizens were mostly interested was that relating to the county com- missioners. In this connection Maj. Lee said that the tentative program, as outlined at the present time, pro- vided: “One county commissioner's dis- trict for the Bethesda election dis- trict and one county commissioner's district for the Wheaton and Coles- ville election districts. The board of county commissioners to_ be given increased responsibility, jurisdiction and taxing powers jn'the sections of Bethesda and Wheaton districts not mow in incorporated towns or taxing areas, or so logically adjacent to existing towns or taxing areas that; the solution of their problems most | logleally should be grouped with | those of existing ‘adjacent towns or taxing areas. These two (‘ummmv\ sioners’ districts to have full time service in local government with a | local office of the board of county | commissioners in each district. Would Authorize Streets. “In the Bethesda and Wheaton dis- tricts, the county commisisoners to be | suthorized to build-streets, 50 per cent as & benefit tax and 50 per cent from increased taxation on these districts, ! and to repair streets from direct tax- ation on these districts, and to build sidewalks and gutters entirely from benefit taxes. ! “To group the .remaining 10 clec- tlon districts of Montgomery County Into. five county commissioners’ lei tricts, the commisisoner from each | district to receive the present salary for that office. | “Government administration of and nomination und election to the board of county commisioners to remain county-wid In discussing the proposed parking, planning and zoning commission, Maj. Lee said the idea was to create a Marylana parking and planning | commission 1or Montgomery and Prince Georges County, Montgomery County al an incre along the | &eneral plan already the civic groups that acted on this matter. sald, incluaes zoning commission. The Sanitary Commission came in | for considerable disc and in reply to an inquiry the Speaker stated that in his opinion th filed with Gov. Ritchie urging the books the Washington Subur- ban Sa v Commission be audited | by the regular State auditor would re- | ceive favorable consideration at the present session of the Legislature. In this event the books of the commis- | ston would be audited in the same | manner as other commissions of the | Btate. 5 | Would Give Governor Power. | Maj. Lee continued that it was proposed to eliminate the State Board | of Health from their present appoint. | ing power and to have the Governor of the State appoint titls commissios subject to the confirmation by the Board of County Commissioners in which the appointee resides. The question of ‘‘petty politics” was re ferred to by one of those present, but Maj. Lee expressed himself in favor of the better method of appointment by the governor. The tentativ provide one county time commissioner from county on the commission. The re moval of the tax records of the Sani tary Commission to the respective unty secis, to equalize or limit the efit tax and to give to the proposed land Parking and Planning Commission jurisdiction to plan the permanent road system of the subuu- ban sections of the two counties, now placed in the Sanitary Commission, also were proposed in the new pro gram. Montgomery County. Tt is also proposed to change the county me Jaw where con- sistent, to ag with recommen dations of the County Game Associa- | tion, especially with reference to the repeal of the law against the use of dip-nets. There is no_inclination to change the length of the squirrel season. At the conclusion of his remarks several of those in the audience made {nquiries on various subjects included in the proposed legislation, which he gladly answered. In reply to an in- quiry as to the rate of in e of tax- ation Maj. Lee said that the rate would probably be 10 cents for park- ing, planning and zoning; 30 cents for villages or town government, where it does not exist at the present time and 20 cents for bond purposes for schools and roads. ‘It was not civil pa Jurisdic Dont wear out on a worn out I d g Baltimore Warehouse iBaltimore Spring Bed Co., 754-6-8 West Pratt St. A Mother, Her Chlld and “HOW INNOCENT a drug can be— and how helpful!
