EARLY WAR CLAIM PAYMIENTS URGED ; ,ldlustment Bul Reported to House Provides for Im- mediate Action. The alien property adjustment bill, reported to the House Monday, pro- vides for immediate payment of American claims for deaths and per- sonal injuries growing out of the war with Germany, and also for pay- ment out of the Treasury for seized German ships, racio stations and pat- ents. ST. ELIZABETH'S REPORT includ- will be SUBMITTED TO HOUSE| Shows District Contributed Half of Upkeep Cost of In- stitution. The financial report of St. Eliza- beth's Hospital, as submitted by Dr. ‘William A. White, superintendent, was transmitted to the House yester- day by Secretary Work. The report shows that the District of Columbia, through its per diem per capita payments on indigent in- sane, contributes more than half of the entire cost of upkeep of the big plant. Last year the payments from District funds and from the estates of those claiming residence here amounted to $1,546,699. The total cost for board at the institution was $2,831,774. The appropriation by Congress for this purpose was $910,000, and an un- expended balance of $128,013 was shown. Funds received from other Government establishments for the board of patients included: Public Health, $41,390; Soldiers’ Home, $7,100, Veterans’ Bureau, which has since removed practically all of its patients, $462,536.
