Watson, chairman of the conference committee to which the matter of framing suitable control legislation has been referred. i At that time, says Senator Wat- son, the conferees representing both Houses of Congress will begin work on an entirely new bill to replace the present proposals before House @nd Senate. It will be the first formal meeting of the three senatorial and the five House members of the joint committee, Senator Watson's belief that a new bill will come out of the committee is shared by Senator Dill of Wash- fngton. Senator Watson sees a com: promise measure in view, but will not commit himself to an opinion on its contents. Senator Dill asserts the indications are the bill will retain the ‘commission idea, with the administra- tive phases of radio being left to the Department of Commerce. A radio commission seems to be fa- vored by the legislators. The moot nt is the extent of the powers to g:lvonod in it. Senator Dill's original bill would make it a permanent regu- latory Representative White, on the House side, would have it an edvisory board of review, large pow- ers of discretion being left to the Secretary of Commerce. But the Dill and the White bills ere not the only rellef plans brought for . Of a temporary nature are the resolutions offered by Represent- ative Dickstein of New York and Jater by Senator Copeland. These would authorize the Secretary of Com- merce to discontinue the further licensing of broadcasting stations and to enforce the use of assigned wave lengths, looking toward later perma- nent legislation. These are the eight conferees on radio who will meet tomorrow: Sen- ators Watson, Republican, Indiana; Dill, De: t, Washington, and Gooding, Republican, Indiana, and Representatives White, Republican, Maine; Scott, Republican, Michigan; Lehlbach, Republican, New Jersey; E. L. Davis, Democrat, Tennessee, and Lazaro, Democrat, Louisiana. TOKIO FINANCIERS DENY ‘BIDDING FOR FUGA ISLAND Rumor From Manila of Japanese Negotiations Not Credited in Nation’s Capital. TOKIO, December 16.—The foreign office stated yesterday it has no knowledge of any one in Japan at- tempting to purchase Fuga Island of the Philippine group from its private owner, as reported from Manila. The Mitsui Company, one of the Jargest financial interests in Japan, made a similar statement. A Manile dispatch quoted the Times @8 saying Vincent Masigan, who pos- ®esses the small island, having in- Rerited it from ancestors, who held title by a Spanish land grant, was ne- gotiating sale of it to a large Japan- company. In 1900, after a close analysis of the then avallable earthquake records, 131,202 in number, he placed the annual aver- age at 3,830, equivalent to an earth shock every two hours and 20 minutes. “Four years afterward Dr. August Sieberg of the University of Jena questioned the estimate as too low. A recaloulation made by him in 1923 lifted the annual average frequency to 9,000, or about one every hour. Five thousand of these quakes he indicated as being left sensibly on some part of the earth's surface in varying inten- sitles. Violent quakes, classified by others as world-shaking, occur at in- tervals of every three and a half days, either om the continent or on the ocean's bottom. Those on land, however, average every fifth day. “California, the least immune of all United States territory, is visited by a shock on an average of 81 times annually.
