Signs of a hitch have developed in the plans of Rcpublican leaders to |« get Senator Frazier of North Dakota back into the party fold, hecause he was not given his former positions on all committees. Frazier's disappointment over his committee assignments has disturbed those who were instrumental in getting the Republican conference to vote unanimously to welcome him back into the councils from which he was ejected two years ago because he supported Robert M.
