By the Aseociated Press gua, December head of the liberal government in Nicaragua, ves- terday made the following statemen regarding the formation and pur- poses of his regime: “Complying with unavoidable obli- gations and obeying the popular will, I have organized the constitutional government. Animated by pacifist desires, I waited fruitlessly the re- sults of diplomatic negotiations based upon the Washington pacts. “In a manifesto addressed to the public T have declared that 1 have no >buigation of any kind with any gov- ernment or corporation which shall restrict my freedom of action in polit- | ical and economic matters. I also de- | clared that the accusation is false that 1 intend to subvert the sociai, order of Nicaragua, a charge which is made with the object of prejudicing American public opinion whose high spirit of justice should favor the con- stitutional cause which I represent. Guarantees Property Rights. “On the contrary I will guarantee property rights of Nicaraguans and fore gners, opening he door to every aid which shall avor our progress. 1 shall endeavor o/establish a peace based upon the »olicy of conciliation and aid with ‘espect to all my fellow citizens, ithout exception, but at the same ilme firmly maintaining the authority of the constitut.on. “I cherish the hope of maintaining the closest relations with the people and Government, and of serving within mutual respect to rights and treaties the high object of interna- tional co-operation. SAN JOSE, Costa Rica, December 15 (P).—President Jimenez of Costa Rica has made it known in a letter to Bartolome Martinez, a former President, that Costa Rica will not recognize either the Conservative gov- ernment in Nicaragua, under Adolfo Diaz, or the Liberal government set up by Dr. Juan . ‘The country, the President says, will continue to maintain an attitude of strict neutrality toward the neighbor republic.
