By the Aseociated Press gua, December head of the liberal government in Nicaragua, ves- terday made the following statemen regarding the formation and pur- poses of his regime: “Complying with unavoidable obli- gations and obeying the popular will, I have organized the constitutional government. Animated by pacifist desires, I waited fruitlessly the re- sults of diplomatic negotiations based upon the Washington pacts. “In a manifesto addressed to the public T have declared that 1 have no >buigation of any kind with any gov- ernment or corporation which shall restrict my freedom of action in polit- | ical and economic matters. I also de- | clared that the accusation is false that 1 intend to subvert the sociai, order of Nicaragua, a charge which is made with the object of prejudicing American public opinion whose high spirit of justice should favor the con- stitutional cause which I represent.
