Shipping Board authorities are pre- paring to refer to the Department of Justice the question of the lggal pow- ®r of masters of American merchant #ships to perform marriages at sea. Parker, general counsel of the board, went no further than to say that no rec- ord of any statutory authority’ for ship masters to perform marriages had been found.
