MEXICO AND U. 3. |- ON BETTER TERMS Friendly Spirit Marking Steps Toward Settlement of Land Law Issue. BY DAVID LAWRENCE. ‘The acute feeling between the gov- srnments of Mexico and the United States has been superseded by a sen: timent of pronounced friendliness in the controversy over the petroleum land laws. While the exact formula for a solution has mot been found as vet, the spirit of approach to a set- tlement is better today than it has been since the new land laws were passed by the Mexican Congress in December. Secretary Kellogg has found that I dealing with the Mexican govern- ment the latter can be relied upon to see that international obligation as well as a spirit of comity requires an examination of every internal act in the light of external effects. Retronctive Law Opposed. In asserting soverelgn rights Mex:. o is looked upon as exercising a natu- 1l and inherent prerogative, but the (uestion of making a law retroactive which might be confiscatory is some- hing®which all nations have looked upon as a delicate problem which can- uot be handled in one-sided fashion. The desire of Mexico to control her subsoll rights and to regulate foreign swnership is viewed by American of- iclals as legitimate. It is merely a juestion of how these laws shall oper- Mexico has not yet proclaimed r regulations which give effect to new laws. The Mexican government, herefore, is somewhat disturbed that srematurely there should have been nferences ~drawn _that conflscatory wcts would follow. It still remains pos- sible for the Mexican government by s regulations to draw a line between onfiscation, which is by international law recognized as unfriendly, and con- trol. Reciprocity at Stake. Thus the United States Government hus the sovereign right to require any diplomad officers of foreign govern- ments to conform solutely to Amer- ican laws in their residence here. But such @ step would be followed by the withdrawal of reciprocal privileges abroad. The examples could be multi- plied of the same thing. The whole problem, therefore, becomes one of reciprocity. American officials think it would be unwise and are urging in a spirit of friendliness that the solution be based upon such considerations. In working out the dilemma Secre- tary Kellogg has at his side Charles B. Warren of Detroit, formerly Am- hassador to Mexico, the man who worked out one of the most difficult of all Mexican questions—namely, the ceneral and special claims growing out of the revolutionary disturbances and the passage of agrarian laws that held to be confiscatory. In disposition and temperament these children will prove to be rather unruly and not at all amenable to persuasive of affectionate control. This, however willbeonly a transitory condition and as they ap- proach their teens, always provided the environment is satisfactory, they will become sturdy and worthy examples of boyhood and girlhood.
