Cornered as he was alighting from Mrs. Hoyt's limousine this morning while in the midst of hurried wedding parations, Mr. Perin stated that dding will be held at the home board, and gives a chronological ac- count of the events which led to the suit filed by Sigma Delta in the Dis- trict Supreme Court. “The outcome,” sald Mr. Hine, “was an opinion from the court that the relief sought by the boys (Sigma Delta members) could not be grunted, inasmuch as the three students did not come into court with clean hands. In other words, they had been gullty of deception as to the very matter they complained of and as to which they sought the protection of the court, and have by such state. ments forfeited any right to such pro- tection. An equitable salary scale for substi- tute teachers in the District public schools fs expected to be announced by Supt. Frank W. Ballou at a meeting of the regular teachers of the white schools this afternoon in the Central High School auditorfum. The superin- | tendent will speak at the invitation of the Teachers’ Councll, which has given serfous consideration to a new pay scale for substitutes. The new substitute salary schedule probably will provide a limited number of days’ sick leave with full pay for the regular teacher, as well as an ad- ‘Washington teachers, it is pointed out, are subjected to the position of having no sick lenve with pay, and in addition are required to pay the en- tire salary of the substitute. The executive com- mittee of the unlon, however, will meet Monday night to draft specific recommendations on the substitute pay subject In koeping with the action of the union last Spring, the recommenda tlons are expected to include re- vislons for a minimum of five days' sick leave with full pay, 30 to 60 days’ leave with part pay, such leave to be graduated according to the number of years of service of the ab sentee and the length of the absence, and a sabbatical year so ar as to offer materfal financial to the community. The union, its officials emphasize favors strongly a corps of highly trained substitute teachers and feels that they should be pald from the regular school appropriations.
