NEW YORK, May 30.—“Since the| | World War.,” says E. M. Miller. statis- | ticlan of the National Bank of Com.| merce, writing in the June Commerce Monthly, “the United Kingdom has made more real progress toward a normal economic life than has any other European combatant country. “The gains made have been s cured without any departure from the established principles of financial in- tegrity. Trade Is Discouraging. “An_understone of discouragement, nevertheless, underlies many British discussions of the national trade out- look. The most obvious outward evi- dence that the current situation leaves much to be desired is wide- spread, chronic unemployment, which constitutes a fearful tax upon indus- try and commerce and which has in- evitably proved demoralizing to labor. It is easy to draw unduly pessimistic conclusions from the unemployment situation, however. “If due allowance is made for the number of men actively engaged In military and naval service, Great Britain makes a very favorable show- ing as to employment when compared with some of the continental coun- tries which outwardly have given an appearance of _greater industrial activity. The British people have been fed, clothed and sheltered from current income since the close of the conflict and have a small na- tional margin left over for foreign investment.” Turning to a consideration of the problem of the future of British for- eign trade, E. M. Miller says: “Although 'exports have increased steadily during the last three years, in volume they are only a little more than three-fourths of what they were in 1913. Net income from overseas investments is materfally lower than in that year and the income from shipping ‘and other sources has not increased at all commensurately with the increase in imports. ““There is no reason to fear an ab- solute decrease in the world demand for imports of manufactures, for the settlement of new areas and increas- ing populations in-the newer coun- tries of the world will serve as an offsetting influence. - But there are no grounds for expectation of a return to the status of 1914 and competition for export markets is certain to be sav- age.” Holland Losing Windmills. Due to the increasing cheapness and good economy of motors, windmills in Holland are steadily disappearing. Few new ones are being built and re- pairs are less also. As old mills be- come inefficlent, motors are substi- tued. A windmiil costing $10,000 will develop only 11% horsepower and the wind blows with working strength only about 1,440 hours a year, so that motors are found more economical and efficlent, though less picturesque. NEW YORK, May 30.—The City of Paris is spending 11% million fra this vear in repaving some of the mos mportant boulevards and other thor ughfares, the upkeep of which had been somewhat neglected since the he | glnning of the war on account of shortage of furd. In order to repair and rebuild these _streets, most of which are paved with tarrad wooden blocks laid on a concrete bed, the mu- niclpal council has decided, according to advices received by the Bunkers Trust Company, to adopt the of maintenance contracts wh been in use in London already for considerable number of years. Under this system the contractor | whose bid is accepted has to guarar {tee his work for a certain number o years, during which time he is resp sible for the upkeep. The city pays fo: the work on the instalment plan, the last and smallest instalment beinz paid during the last year of the peri for which the work has been guaran teed. In certain streets of Paris the city i also trying out a new syntheti asphalt, which is manufactured Strasburg and c s from 10 per cent to 15 per cent less than the ordinar: asphalt. If the trial gives a good re sult it is expected that this new mu terfal will be used to a considerable extent for streets of a secondary in portance, where traffic is not too heavy.
