Md., February 26.— The death of Alberta Hay, 14 years old, daughter of Jacob Hay, killed in a mine accident three years ago, has disclosed, according to the authorities, that the girl was flogged with a rub- ber hose by her teacher at the Case- beer School, near Somerset, four weeks ago. Pneumonia was given by the coroner as the cause of death. Tt was reported the girl's back was cov- cred with welts. The mother said sickness and her dutles to home and children prevented her from reporting the case. The girl was afflicted with an im pediment of speech and is said to have refused to spell aloud, syhereupon her teacher, Clarence Cafver, 25 years old, ordered her to remain after dismissal and, according to information given the Coroner, flogged her with the hose.
