HERRIT TAXLAW NS AFTERFIGHT Chamber Session Grows Heated When Opposition Sees Capital Levy. By the Associated Press. PARIS, February 26—The cry ‘A tax on capital!” thoroughly woke up the French Deputies in the ‘midst of their long session held to expedite the revenue bill The cry was raised by a member of the opposition in reference to an article providing that total or partial reimbursement of stock by companies should be subject to the income tax, the government maintalning there was a growing custom of com- panies allowing profits to accumulate for several years and then distribut- ing them under the guise of reim- bursement of stock, thus eluding the tax. Deputy Flandin, a prominent mem- ber of the opposition, shouted that the article amounted to a levy on capital and that it had been dictated by the Socialists. 4 Premier Herriot hotly retorted that the article was almed not at honest folk, but at tax dodgers. It was in the interests of public moralit The debate waxed warm, but finally the article was voted after the gov- ernment had consented to modifica- s in the text to satisfy minor ions and make the range of its ation clear. Racing through more articles, the chamber hed the customs tariff, section 3 There was every prospect that the Deputies would sit long after dawn Three Officers Retired. Lieut. Col. Llewellyn P. The present intention of the Ambassadors is to take up the report in connection with the conclusions the military experts have reached upon it. England still is pressing for an allied conference with participation by the Germans, though thus far the negotiations to that end have remained unofficial. 1f such a conference is held it will be in Brussels, in the belief of offi- — The Live Better cial eircles, but the French-govern- ment is in favor of letting the report follow the usual procedure through the council of Ambassadors, with in- tervention by the governments after the Ambassadors have reached their conclusions. Premier Herriot will in any case, it is thought, resist the idea of inviting the Germans to participate in a con- ference, on the ground that it is ne: essary for the allies to be in ag ment among themselves first to the attitude to take toward the Ger- man government.
