DAWES PLAN TEST IS EXPECTED SOON Efficacy of Proposals Likely to Be Indicated Before Present Month Ends. BY WILLIS H. BOOTH, President of the Internutional Cham- r of Commerce.) Events of Europe have touched the lives and fortunes of every woman and child in America we cannot escape their impress, major problems of this area demand our understanding. American genius and influence have been at work to secure a just solution of these problems, namely, the vexa- tious reparati controversy councils of the International C ber of Commerce for some time b American businessmen, haye thrown their weight in certain manner to- ward a settlement of the problem. 1n every quarter, acting with represent- ative business men of other countries they have steadily toward this objective In the inquiry mission, whick American suggestion, cent London confer played important rol our countrymen are now prominently engaged in perfecting the practic operations of the Dawes plan Purpose of Plan. es that this plan, | irccted at the pressed of the Dawes com- was in itself an Every one now fully accept: disorder that since vented the restoration of ing conditions to millions of ¥ This is all a step in the of the rehabilitation of Europ must be jeved in the of the peo of the world, own mnot lea: Now that the plan has been adopt- ed and th: details of its initiation have been formulated. even (o schedules of dates, rapid progress s being made . German Exports. Payment of reparations by Ger- | many contemplates considerable ex-| port of German goods. American | business men, like the business men of other countries, are naturally in- terested in what this portends for them. Does it mean ruinous compe- | tition in the home and foreign mar- | kets? I 1 should say the answer to that| question is “no.” We encountered German competition hefore the war, | and in general it did not worry us| much. In the last few years, when German production costs were artifi- cially low, we encountered some of the most distressing forms’of that competition, with great suffering. We have not stood still in this | country in either our equipment or our processes these vast 10 years. | 1 am confident the competitive strength of our industries is greater today than it was before the war. There are undoubtedly lines in which Germany has certain advan- tages over us, just as there are lines in which England, France, Italy, Bel- #um, Japan, et have certain ad- vantages over us. 1 have faith in our ability to hold our own. I doubt | if many American manufacturers who successfully met German com- petition before the war are in fear of being pushed aside by prospective competition. (Copyright, 1924.) There was a deep-rooted belief among the ancient peoples of the East that a man's glory was his beard. Compulsory shaving and the close cropping of hair were signs of degradation. This is borne out by Assyrian sculptures, which always show kings with beards and long halr, and slaves with close-cropped halr and cleaa-ghaven faces [will THE SUNDAY STAR, WASHINGTON, D.
