By the Associated Press. DUBLIN, August 26.—The cost of living in the Free State continues to be higher than in Great Britain or in Ulster. This affects the wage ques- tion, and workers resist reductions in wages till the prices of food have been lowered. The government has been for months pressed in the Dail to deal drastically with profiteers. The farm- ers complain that they are getting low prices for the foodstuffs sold at high prices in the cities and towns. ¥ood control and fixed prices were advocated. The government plan for reducing prices has just been announced, and will be embodied in a bill to be sub- mitted to the Dail. It provides for competition with the profiteers by lending money to organizations will- ing to go into business against them. The banks are to advance the neces- sary capital and the state guarantees the principal and interest. MANILA, August 26. — Admiral Stark, who arrived here early -in 1923 as leader of an expedition of Russian refugees who, as adherents of the Czarist regime, had been forced to flee from Viadivostok, left here yesterday for France via the Suez Canal. ‘A dozen other members of the party, which has been here for a year and a half, left for Shanghai, leaving only 40 of the refugees camped in the vicinity of the United States Naval Station at Olongapo. where they have been provided with shelter. and food for many months by the Red Cross and other charita- ble organizations. The remaining refugees hope to be sent to the United States, as were 600 of their countrymen who were transported to San Francisco in June, 1923, on the United States Army transport Merritt. The band under Gen. Stark num- bered approximately 6,000 when it steamed from Vladivostok late in 1922 on 16 ships which belonged to the old Russian navy. Most of the refugees left the wandering squadron in Korea and at Shanghai, and all but seven of the ships have been lost or sold for funds which have been used to buy food.
