Secretary Hughes Sails March . ? For Pan-American Conference - Many Matters Vital to Future of Amer- ican Relations to'Be Discussed—Closer Co-operation to Be Sought. BY FREDERIC WILLIAM WILE. Secretary Hughes will go to South America in March, fo rthe second time within six months, His impending trip is for the purpose of attending the fifth international conference of Ameriean stateg, at Santiago de Chile. The Secretary of State will sail from the United s on March 3. His exact route and itinerary while in South America have not yet been fully . As Brasll was the only Latin-American republic Mr. Hughes visited in 1922, it is probable he will ge on the forthcoming oceasion Wl at the other leading capitals outh America. The Secretary of State will follow the precedent estab- lished by Elihu Root when the latter attended the third Pan-American con- ference, at Rio de Janeiro in 1006, and be the guest of the conference ai Santiago. He will while In Chile b the officlal guest of the Chilean govs ernment. The conference at Santlago opens on March 25 and Mr. Hugh plans are said to call for his return to the United States about April 20. The American delegatlon to the conference has not vet been named. Dr. Leo 8 Rowe, director general of the Pan American Union, will attend, havi participated in previous Pan-Am; can conferences. Vital Matters to Come {Up. Matters of vital importance for the future of inter-American relations will be discussed at Santiago. The agenda were adopted by the govern- Ing board of the 'an-American Union a session held on December 8. Vir- tually every issue concerned with the independence and .welfare of the re- publick of the western hemisphere is to be discussed. The Monroe doctrine {8 not mentioned by name, but sec- tion XVI of the agenda calls for “con- sideration of the questions arising out of an encroachment by a non-Ameri- can power on the rights of an Amerl- can nation.” FEven the prohibition problem will be tackled. Seetion XVIII deals with “measures adapted ure progressive diminution in sumption of alcoholic hever- ages” Limitation of armament is an important item. Conference Program.
