PARIS, January 10.—The full text of the French mote to the German government 1s as follows: “Because of the defaults registered by the reparations commission and committed by Germany | nexecution of the programs of the reparations committed by Gerfmany in execution territories, composed of engineers and functionaries, is created beginning | with this day. “The engineers and functionaries of this mission will hava full powers to compel .the administrative organs, chambers of commerce and _em- ployers’, workmen’s, industrial, “co: merecial,~éte., bodies ' to-gommunie to them all’ statistical or other . formation: the, think it useful to de- mand. - THE EVENING LATEST NEW YORK CHASER OF ENNUI IS BALUCHITHERIUM By the Assoclated Press. NEW YORK, January 11.—The American Museum of Natural His- tory here will soon have on ex- hibition what its president, Henry Fairfleld Osoo:ne, declares to be the “largest land mammal ever found, with the exception of some ele-- phants now extinct.” The monster is a “baluchitherium,” eleven to twelve feet tall and twenty-four feet of wood and coal to France, and in| “They will have the right to circu- conformlity with the stipulations ‘"ilz‘,?.:"-’&.“‘,’.‘::‘éi e oochiplen itertl paragraphs 17 and 18 of annex 2 of | tories raflroad stations, etc. and to part 8 of the treaty of Versailles, the | consuit there all bookkeeping and French government has decided - to | Statistical documents. - o e ) ‘The personnel of the German ad- send into the Ruhr a mission of con- | ministration and the representatives trol, composed of engineers, and em- long. It le estimated that he lived two million years ago. His fossil was found “at a place 450 miles south- east -of the ruins of Karakorum, the center of the great Mongol empire of Ghengis Khan." That is of industrial and commercial bodies powerad with the necessary author- ity to watch over the action of the Kohlen Syndicate, and to assure, by means of orders glven by its presi- dent either to this syndicate or to the German _transportation service, the strict application of the programs fixed by the reparations commission and to take all measures necessary for the payment of reparations. “The Itallan government also has decided to have Itallan engineers par- ticlpate “This mission will have powers d fined by the two attdched documen which the German government is as| ed to bring to the attention of the a thorities concerned, at the same time | giving them the necessary - instruc- tlons to conform exactly with the pro- visions they contain. Military Purpose Disclaimed. “The French government declares it has no thought of proceeding at this moment with an operation of a mili- tary nature, nor occupation of a po- | litical character; it simply sends into the Ruhr a mission of engineers and functionaries, whose object is clearly defined. Its duty is to assure the re- spect by Germany of the obligations contained in the treaty of Versailles. “It sends into.the Ruhr only those troops necessary to safeguard the mission and guarantee the execution of its mandate. No dlsarrangement and no change, therefore, will be caused in the normal life of the pop- ulation, which can continue at work n order and in calm. The German government has the greatest interest to facilitate the work of the mission and the installation of troops in- tended to protect it. “The French government counts upon the good will of the German government and upon that of all au- thorities, whoever they may be. In case, by any sort of maneuver, the operations of the missions of func- tionaries and the troops accompany- ing them should be interfered with or compromised, or the local au- thorities, by their action or by their failure to act, should cause disturb- ance in the material and economic life of the region, any coercive meas- ures or penalties judged necessary will be taken immediately. Misston of Control. “Because of the defaults of Germary registered by the reparations commis- sion in the deliveries of wood and coal according to the programs es- tablished by sald commission, and with a view to assuring In the future strict execution of the clauses of the treaty of Versailles relative tgrepa- rations, a mission of control of the mines and factories of the occupied must, unde¥ pain of severe-punish- ment, put themselves at their entire disposition for the accomplishment of their work and later conform with the orders they receive from the chief of the mission. “This person will be qualified to prescribe any “modifications of the aistribution of combustibles or any rerouting of " cars @ad boats loaded with combustibles.” The engineers and functionaries of the mission will carry orders for speclal eervice, de- livered by the military authorities, which_will _serve as identification cards tor“(nem Cheek’ Coal Deliveries. “Beginning with the 11th of Janua- ry, the programs of the distribution of coal_and.coke made or executed by the Kohlén Syndicat will be sub- mitted for approval to the industrial mission_of the Ruhr, which can modify them {f it thinks negessary. “These pregrams should in parti- cular provide for complete delivery of the gquantities provided for, for the countries of the entente and for the occupled . territories of the left bank of the Rhine. and should satis have any Cleaning, in Mongolia, now . reglon of deserts and barren plains. Baluchitherium's_skull, as found, was in 663 pleces, but these are already assembled into a mass four feet four inches long. His Jaws are lined with teeth as large as_apples. The beluchitherlum was herbiv- erous. O — fy the needs of the newly occupied territories. “With these exceptions nothing in principle 18 modified in the general istribution of combustibles already n force. i “If violations of the above provi- sions by the Kohlen Syndicat or by the mines should be established, or if the qualities dellvered leave anythin to be desired, severe penalties will imposed independently of the rerout ordered by the industrial mission. “Frequent test will be made by the engineers of the mission to assure | themselves that the orders of the | Kohlen Syndicat have been correctly | given and strictly executed.” ARE you good at remembering tele- phone numbers? ESSEN, ONCE A SMALL HAMLET, NOW GERMAN INDUSTRIAL HEAR Essen, whose name is known around the world because of its association with the Krupps and the building of the old Germany’s great engines of war, and to which the French are marching because reparation pay- ments have not been made, is the subject of the following communica- tion to the National Geographic So-. clety by Frederick Simpich. “‘Boom’ towns of mushroom growth are not peculiar to-America, as the startling rise of Essen plainly proves. Though founded away back in the ninth century, it slumbered along for hundreds of years, an obscure, unim- portant hamlet. Even as late as 1850 it had hardly more than 10,000 people. Then the Krupp boom—the rise of the greatest machine shop In the world, has ever seen—struck it, and today the city houses half a miliion. Town Throbs With Industry. “Set in the heart of the coal fields, crowded with endless industrial plants whose tall chimneys belch eternal smoke and fumes, the great workshop fairly throbs with power and energy. The roar and rattle of ceaseless wheels and the din of giant hammers pounding on metal seem to keep the whole town atremble. “Here. every form of iron and steel article Is made, from boys' skates to giant marine engine shafts. Curiously enough, even some of the smoke, is the fumes from the smokestacks, is caught and converted into a that Special ALARM CLOCKS $1.25 Value This Sale Only 89c¢ Sale of Toilet Articles Leigh's Unguent, speci; 69c, 4711 Verdura Glycerine Soap, 4 cakes to the bar...... First Krupp Shop Tiny. “More than a hundred years ago the first Krupp set up his small, crude shop and began to make by hand the tools, the drills and chisels-used by tanners, blacksmiths and carpenters along the Ruhr and the Rhine. He also made dies for use in the mint of the government. Within thirty years, due to the old ambition for expansion, Krupp tools were known and used as far away as Greece and India. Here, about this time also, spoons were first rolled from one &olid block of metal by an odd-looking machine invented for- that purpose. “Then came the great era of mass production In steam engines, hammers, steel tires for railway cars, cast-steel shafts for river and ocean steamers, and finally that astonishing output of guns and armor plate which brought the militartistic nations of the world to buy at Essen. “The daily roar of artillery at the proving grounds, where each new gun was tested, added to the' din of whistles, rushing trains and rattling gears, made pre-war Ruhr probably the noisiest place on earth. “It isy enough now, but the ranklin 604 9th St. ..3% Kolorback Hair Coloring....SL15 2lc | Chloredixo Tooth Paste.
