NEW YORK, November 15.—After American Bank Note Company, and|two hours today of considerable un- certainty, during which, further liquidation had to be absorbed on a large scale and fresh attacks by operators for the decline had to be Robert P. Loomis resigned several |met, the stock market experienced a{Am La France turn for the better, Even in the minds of the most pes- simistic, the question was one of in- side and not outside conditions. There was no pretense that current trade news was disappointing, or that the *|decline of the last three weeks on the stock exchange foreshadowed a change for the worse in the business situation. On the contrary, all the evidence coming to hand had con- sistently supported the belief that industrial operations are expanding and in most lines are returning a larger profit, and the advance in grain and cotton prices since the middle of September has been an Incident of the greatest importance in its bearing upon the outlook for 1923. Real Values Overlooked. The main thing which professional Wall Street had in mind again_today was the possible extent of the forced liquidation which had been gathering momentum on the two previous days until it had brought the market in the closing hour of Tuesday to a state of semi-demoralization. Whether or not this liquidation was reasonable was not considered. It was sufficient that pools and individuals who had become overextended in their opera- tions for the rise during the summer and again in the early autumn had finally been driven to get out as best they could. At times like this values are lost sight of, and it Is simply a case of the downward movement continuing until the victims of the decline have fin- ished their sacrifice selling and stocks have passed into hands that are fully able to hold them. That this position was reached In the course of the first hour or 8o to- day, or at least that it was closely ap- proached, seems quite evident. Bonds Join in Recovery. One of the most helpful occurrences of the day was a very rapid recovery in French government bonds, the ex- treme weakness in which had been very unsettling in the markets of the previous days. Both the 7lis and the 83 representing the external dollar loans rose over 2 points and other foreign government bonds were drawn along. The improvement in French ex- change was maintained and thus grounds for a better feeling, at least temporarily, were afforded regarding the foreign situation. Rail Issues Lug Behind. The action of the railroad security markets, both stocks and bonds, was of exceptional interest, in view of thr emphasis laid on Washington dis- patches upon agitation which will be started in the coming short session. for modification of the Esch-Cummins act in a way that would be decidedly unfavorably for the carriers. The fact that the rallroad stocks were le disposed to rally at any stage of the day than were the industrials was significant. Wall street does not believe that any radical measures can be put through, at least until the assembling of the Sixty-eighth Congress, but it does take into &ccount the uncertain possibilities in a market sense of the railway question being actively ex- ploited with a lot of radicfl proposals during the next three months. New Haven Breaks Sharply. New Haven broke sharply in the 1ast hour, and this had a deterring ef- fect upon the other rails. The in- dustrials which gave the best ac- count of themselves were Studebaker, Baldwin Locomotive, the Can shares, the PBurns Brothers _issues, Products and National Lead. Further proof that the recent de- cline has been at variance with the facts of the trade situation was furnished by the weekly reviews of the steel trade, which showed pro- duction at the highest of the year, be- tween 75 and 80 per cent of capacity. TRADING N COTTON AGAIN VERY ACTIVE Prices Soon Rally After Slump in Day’s Early Quota- tions. By the Associated Press. NEW YORK, November 15.—Trad- ing was very active at the opening of the cotton market today. There were heavy overnight selling orders around the ring brought in by the decline of late yesterday and further selling seemed to be promoted by uncertainty over the German political situation. = First prices were easy at a decline of 15 to 41 points in con- sequence, but the trader was a buyer, while there was a great deal of cov- ering and fresh commission buying, and, after selling off to 25.24 at the start, January contracts soon rallied to 25.62, or within 12 points of vester- day’s closing quotation. Private ca- bles reported American selling in Liverpool, and sald that Manchester was complaining of a poor home trade, The advance extended to 25.92 for January, during the early afternoon, or 68 points from the low level of the morning and 18 points net higher on continued covering and trade buying. There was a little more realizing at this level, but the market was quiet and steady around 2 o'clock and prices H ment, area, population, 3 |held within 9 or 10 points of the best. NEW ORLEANS, November 15—Ex- tremely heavy liquidation of long contracts, mixed with new_selling, put the cotton market 40 to 53 points down in the first few minutes of the session today. Almost immediately support was met and the trade was credited with supplylng most of the buylng orders. Prices recovered easily and at the end of the first half hour of business were within 4 to 10 points of yesterday's close. De- cember fell off to 24.90 and recovered to 25.20. —— STOCK BROKERS FAIL. ‘Winfeld Brothers Are Forced in Bankruptcy.
