He was once nominated by acclaim as the democratic party’s candidate for sec- retary of state, and in 1558 as joint state senator. He was a presidential elector in 1892. Study of Tax Situation. It was during Mr. Ralston’s term as governor that the Indiana legis- lature enacted the law creating a public sefvice commission out of the old state railroad mission. He had a commission appoiuted to study the tax situation In Indiana, and the information ho had gathered was used 43 @ basis for the new tax law in 1919, His boosters claim that Ralston is a down-to-the-ground characteristic democrat_of the - old Jeffersonian school. He was born on a farm near New Cumber- land, Ohlo, December "1, 1857, and moved to Indiana with his parents when elght yeara of age. He taught in the same achools in which heo studied. He graduated from the Cen- tral Normal College in Danville and attended Valparaiso University. He was admitted to the bar in 1884, Mr. Raldton has two sons and a daughter. - He is a member of the Masons and of the Knights of Pythias. MINNEAPOLIS, Minn, November 15—That he was severe in sentencing liquor law violators “because the law ought to be enforced,” and “because it never can be made effective unless I am severe,” was the statement today | of JudgecPage Morris of the unluug States distriot court, now In session | here. | “Easy sentences don't accomplish | anything.” sald the federal jurist, “and 1 am sending llquor law viclators to Jail wherever the statues enable me to | do s0.” | Fills Four Jails, Four county jalls in this district have been comfortabdly filleg with federal paying “guests” since Judge Morris started his campaign several weeks ago. % “But there is plenty of room yet,” he sald. “Ramsey, Hennepin, Winona and Wabasha countles’ jails are pretty full, but there is still plenty of room.” Defendants in liguor cases must be right on hand with their attorneys whenever their cases are called in Judge Morris’ court, or lose their ball money. A defendant two days ago had his $1,000 bond forfeited for appearing Just ten minutes after his name was called. Speeds Up Cases. Judge Morris has adopted several sueans for speeding up liquor cases. For one thing, accused who pleaded Zuilty for-the first offense had the option of a fine or at least a compara- | tively ahort jail sentence. But to plead ! not gullty and then be convicted means Jall. The best speeding-up method of Judge Morris was tried Tuesday, when he adopted the English system of ex- amlnlna jury panels en masse.
