Business has been disappointed i the consideration of the Fordney tariff measure by the Senate com- mittee and by the leaders in the Senate. 2 Business hoped that the Senate would make the new measure ef- fective March 15, 1921, and that many other changes would be made in com- mittée before presentation to the Senate for action. Business believes it had a right to expect all these things of it. The administration was pledged to it, and the continuation of the excess profits until 1922 is frequently referred'to as a defeat of the President’s wishes. J. S. Bache & Co., in their weekly letter of the 17th instant, say: ‘The attempt at tariff legislation is a distinct fallure. Congress might better have adhered to the position taken in this regard by the presiden- tial platform of the republican party, on which it was voted into power. “This platform declared regarding the tagiff ‘that the abnormal economic and trade situation of the world and the impossibility of forecasting ac- curately even the near future pre- clude the formulation of a definite program to meet conditions a year hence.” “It would be a great credit to the tariff makers, if they would simply reiterate this stagement and adjourn all tarift legislation until further notice.” The article closes with the state- mment that such encouragement as has ‘come to the business interests of the country has come distinctly from the cchedules tended upward. NEW YORK, September 17.—Cotton goods were quiet today, with prices steady. Combed yarns advanced sharply. New lists of brown goods prices were issued, showing a rise in some cases of 4 cents a yard from the low point of the year. Underwear and hoslery brought slightly higher prices. Burlaps were much higher, following reports from Calcutta of & final forecast of the jute crop of only 4,100,000 bales, comparing with a four- year average of 8,000,000. Men's wear and dress goods were quiet. Jobbers reported a continuation of steady small-lot business with retail lers. NO CHANGE IN SUGAR. NEW YORK, September 17.—No change occurred in the market for raw sugar and there were no sales today. Centrifugal was quoted at 4.00 for uncontrolled and 4.86 for Cnbas. Raw sugar futures were a little ir- regular, with trading mostly of an evening-up character, and’closed two points lower to four higher. NEW YORK, September 17.—The market for coffee futures was higher today on reports of a firmer tone in Brazil and indications that the rally of yesterday -had brought-.in an increased spot demand. The .opening was 6 to 10 points higher, and Decem- ber sold up to 7.60, or 13 _points above last night's closing figures, and 36 points above the low level of yesterday morning. WEST. NEW YORK. September 17.—The most significant happening in the past ‘week has been the revelation in cer- tain branches of the steel trade that not only had the surplus supply in the hands of consumers got down low, but that it had been reduced to ab- normally small dimensions. The trouble with the steel industry has mainly been a state of overproduction. Last year's slump caught steel buy- ers with an unusually heavy stock, and, when business in their own lines fell’ off, this stock became a large surplus, which had to be used up be- fore there was any need of new buy- ing from the steel mills. It was evident that the turn would come when this overhanging supply was exhausted, and, while wire and sheet steel are not the whole steel trade by any means, the fact that buyers have been coming into the market in these two departments, to replenish their stocks, and that prices| already have had a very sharp re- bound, removes all doubt that the steel_situation as a whole is on the mend. ,, Textile Mills Are Rushed. As the business outlook has shown all along, no sudden and genera}| change for the better was to be.ex‘l pected. Those industries like the tex: tiles, which completed their readjust. ment of prices and production ahead: of the rest, were naturally the ploneers | in the recovery, ind we now find the| woulen mills actually turning down' orders because they have a capacity business, while the cotton mills are similarly rushed with work. { To be able to add steel to the con- | valescent list as soon as this had not! been looked for two months ago. It' was not believed at that time that| there would be much recovery before the new year. Now the prospect is.| not for any quick revival, but for a steady increase in output and a slowly ! price level. The Steel Corpora- . tion is operating at 33 per cent capac- ity on the average, as against 30 per cent 2 month ago. This may well be a, measure of the pace which recovery!| will assume in other months. \ Speculation Slowed Up. The speculative markets have been slowing up continuously all week. Cotton has come off some 3 cents in the pound from top prices—a perfectly natural reaction after a rise which carried the staple up over 10 cents. It does not mean that the statistical con- dition has changed or that there is any reason to abandon the hopeful feeling inspired by the upward move- ment which began toward the close of August and continued during the first ten days in September. The cotton market could not have kept on with | its wild upward climb without danger of checking the spinners’ demand. It was this threat which finally halted } e advance. - Stocks in Strong Hands.
