VIRGINIA REPUBLICANS Interesting Speeches at the Eighth Anni- versary of the Assoctation Here. ‘The Virginia Republican Avsociation cele- brated the eighth birthday of its life last night in a largely attended meeting at Grand Army} Hall, where speeches and good cheer wer@both parte of the entertainment. Col. George M. Arnold acted as master of ceremonies, and after calling the meeting to order introduced the chairman of the association, Mr. J. H. Harrison, who made a pleasant little speech of welcome and read a brief outline of the history of the organization since its beginning. ‘THE PRESENT SITUATION. At the conclusion of his rewting Mr. Harri- son introduced Mr, Geo. Pryor of Virginia, who gave an interesting account of the present situation of Virginia politics and said that th greatest problem of the day was that of pol tics, and especially was this trae to the col- ored man. It was ungenerous to practically 250,000 voters in the matter of dis- pensing 130,000 offices. He said there was a sufficient colored republican vote in either New York or Indiana to turn the political scales either way. There was no radical difference between the professions and the practices of the two great Parties as regarded the colored race, and there Was uo moral question nowadays in politics. It would be a proud distinction to see a colored man in the cabinet, but to see the race highly elevated in morals, in property and in educa- tion was by far the grandest distinction. HON. JOHN M. LANGSTON. Mr. Pryor was followed by John M. Langston, who made anearnest appeal to the association to organize and increase its membership to aid in 1892, as it did in 1888, to carry Virginia for Harrison, Morton and Langston. The speaker made reference to the President's speeches at Laurel Hill and Paterson, N. J., and said that such sentiments as Mr. Harrison bad expressed should endear him to every colored man in the land. He also referred to the President's mes- sage, and said that what be had said in that document showed he was the colored man’s true friend. ‘The speaker appealod to the colored voters to stand by the mun who had been their frien After the speeches refreshments were served by the lady members of the auxiliary associa~ tion. ‘The secretary, Mr. F. D. Lee, read letters of ret from the Secretary of the Navy and others, HISTORY OF THE ASSOCIATION. This association was organized in 1883 under the presidency of Mr. Matthew Trimble, the present assessor of this District. ‘The pur- pose of the organization is to encourage and keep up an interest with the many voters tem- porarily residing in the District who are from the state of Virginia, and to aid the republican party by forwarding’ each man to his voting precinct on all elections. During the campaign of Hon. John 8. Wise for governor of the state the society forwarded 1,700 voters to the state. Again, in 1888, in the national campaign, it sent 2,500 men. Tn 1889 nearly 3,000 voters were sent to Gen. Mabone’s rescue. ‘The last great effort of the association was in the helping to secure the congressional delegation from Virginia tor the republican party. This organization has been represented in all con: entions held by the National League clv:bs | aL. enrolled as a . ber of that body otiers are elected annually. John H. Harri- son of Alexandria, Va., is its prevent chairman. He is an active politician, haviug attended allof the important conventions held in the state for the last seven or eight years, serving on some of the most important committees. He has twice been chosen chairman of the organized voters of the eighth Virginia district. Mr. Harrison is regarded as being one of the strongest repub- licans in his district. He has twice declined small places offered him under the administra- tion, prefering to use his influence for others. ge ‘The Marine Band Concerts, To the Editor of The Evening Star: For over thirty years the Washington public has enjoyed daring the summer months two Marine Band concerts # week, one on Wednes- day and one on Saturday. For some reason even this meager boon seems to be in a fair way of being denied, for the “4 o'clock Marine Band matinee” on Saturdays ean hardly be galled a “public concert,” nine-tenths of the jashington public being debarred from at- tendance at that, for them, unseasonable hour. | The Weduesday evening concerts seem to be indefinitely postponed. ‘Two years ago, under a similar state of affairs, ‘Tux Stan kindly came to the assistance of the public and by its timely article caused the band to play. “The excuse then was that it was “awaiting orders” to that effect. It was bad enough to close the program fust at the hour when the working people were able to rench the grounds #0 us to en- able the band to fill private engagements at “summer opera,” which bas been the custom of inte years, but the substitution of 4 o'clock he hour for Saturday's concerts and the suspension of the Wednesday's performance leaves nothing whatever to the public. THE BACCARAT SCANDAL. ‘Lanching in the Court Room--Gen. Williams’ Story. ‘The Prince of Wales glowered when the bold Jaryman stopped him by his question when he ‘was upon the point of leaving the witness box at the termination of Sir Charles Russell's cross- examination in the trial of the baccarat case, as narrated in Tux Stan's London dispatches yes- terday, but toward the end of his answors to the juryman the prince smiled benigniy upon the entire jury. OuN. WILLIAMS’ STORY. Gen. Owen Williams, who was the next wit- ness, related the now well-known incidents connected with the Tranby Croft baccarat games, the general's testimony, in the main, concurring with that given by the witnesses who had previously been examiued. Gen. Williams, who is @ stalwart “militaire,” held himself upright in the box as on parade. His | line of evidence left the impression that Cum- ming’s friends did what honorable men could do to assist him. He said: Our friendship | has existed twenty years and continued unim- | paired till September. 1 first heard the sug- | estion of cheating on the evening of Septem- | er 10, when Lord Coventry usked me to go to his room, where he met Mr. Green and four others. Mr. Green made « statement, which the witness afterward recorded, showing how Cumming was watched and was seen to in- crease and decrease etakes alter play had been declared. Before informing the Prince | of Wales he made the suggestion that « docu- ment giving the particulars of the scandal be prepared aud signed. After admitting that the plaintii had reproached Lord Coventry and himself for giving him (Cumming) what he termed “bad advice” witness, continuing, said that Cuming had before asked whether he (witness) believed the charge. Witnosa told him the evidence was so overwhelming that he could uot do otherwise. When informed who his accusers were he spoke of their statements ‘as thove of mere boys against himself, a man of | great experience, but he did not ask to be con- fronted with them. Witness, who knew the ac- vusers, could see no interest in their making false charges. In the course of the interview with the Prince of WalesCumming said: “I think I shall refer the matter to my command- ing officer and the Dike of Cambridge.” Net- tled at the remark, witness replied: “You are perfectly at liberty to refer it to the Duke of Cambriige, but neither he nor your commund- ing officer will deal as leniently with you us Lord Coventry and myself.” CUMMING'S VIEW OF THE SUMMARY. After the affair became public Cumming met witness and Lord Coventry to consult as to what he should do. “We replied,” continued the witness, “that we were not ina position to offer advice.” He asked if any record of the aifair had been kept. It was read to him. He then said: “That is a very fair summary of what happened, but I think you might have let me down more easily.” This was on the 26th of January. On the 27th he wrote me that the story was in everybody's mouth, and that there Was nothing left for him todo but to luce himself unreservedly in his colonel’s wands. He asked me to do him justice and way that he never acknowledged to Lord Coventry and myself the truth of the accusations. He stated also that unless the reports were contra- dicted there was nothing left to him but to banish himvelf forever or cut his throat. He denied that he had in any way acknowledged his guilt, but that he signed the paper under a wrong impression. On being ré-examined Gen. Williams said he never recollected the bank at Trauby Croft becoming unlimited. Play opened at £50 or £100. When he told Cumming that the evi- dence was overwhelming he bad heard nothing | beyond the statement of Mr. Green, and he tacitly acquiesced with the others. Gen. Williams said that it was at his own sug- Bestion that the document giving the purticu- lars of the baccarat scandal was prepared and signed. The general made thig suggestion in view of the “possibilities of the future,” and he made the suggestion that secreey should be maintained. Upon the document being pre-| sented to Sir William Gordon Cumming, the | baronct observed that his signing the paper | would be tantamount toa contession of guilt and to anadiission that it was true that he had cheated at cards. ‘This, said Gen. Williams, | ‘was a statement that he, the witness, concurred | in, but he told Sir William that it was his only | hope of escape, as it was impowsible to rebut the evidence which existed against him. ‘On cross-examination by Sir Charles Russell Gen. Williams eaid that the accusation against his friend Cumming came with a horrible shock. On the second night (September 9, 1890, ) of the baccarat playing at ‘Iranby Croft he, the witness, heard the Prince of Wales tell the plaintiff that he (Sir William) should keep his hands further back, because he (the prince) could not see the stakes. The general, con- ‘ing, said that he aud the others who’ were present at Tranby Croft on September 8, 9 and 10 last told the plaintiff that signing the docu- ment agreeing never to play cards again was the only way out of the difficulty, and if he did not do so he would have to leave the house, and would in addition be warned off every ‘raco course in England or elsewhere.
