Kent of Clifton Po., are at Wil [neds Sarrison Savin of, New Tork Br, THE BERING SEA QUESTION. ‘Waiting for Lord Salisbury's Reply to Mr, Blaine’s Last Saggestion. The agreement between the United States and Great Britain to maintain a closed season in the seal fisheries of Bering sea removes the danger of a conflict over the seizure of poachers during the season and indicates an earnest purpose on the part of both countries to reach an agreement on the main question in dispute, but it is still an open question whether or not they will be able to agree on the terms of arbitration. The State Department has not yet received « reply to Mr. Blaine's counter suggestions for the questions to be submitted to arbitration, and until = reply is received the de- partment must remain in doubt as to the prospects of @ speedy settlement of the dispute. It is understood thst the uestion was discussed at the cabinet meeting Ais" afternoon, but inthe absence of informe tion from Lord Salisbury no very certain work of a could be mig lly rg only thing the State Department to go on is the announcement in the British parliament that Lord Salisbury was about to make s reply to Mr. Blaine which would prob- ably bring the two countries closer together. Just what this reply will be they are in ignorance of. If the questions sug- gested by Mr. Blaine to be submitted to arbitration are accepted without change, arbi- tration will be had at once and the dispute will probably not long remain among the mat- ters of live interest at the State Department. It is likely, however, that Lord Salisbury will make changes in the form of the questions to be presented, and yet the department is quite confident that the two countries can get to- gether on the terms of arbitration. SUPPLEMENTAL INSTRUCTIONS TO BE T88UED. The Trcasury Department will, as soon as the bill now before the British parliament regulat- ing sealing becomes @ law, issue supplemental instructions to the revenue cutters as to the catch of the North American Commercial Company. If the bill passes by. Thursday Bex these instructions Will be sent to the Seal Islands by a vessel of the Commercial Company which will leave San Francisco on that day; otherwise they will have to be sent by the Corwin or a United States man-of-war. The opinion is expressed very freely in official circles that the poachers will have the season to themselves. It is simply impossible to reach them *in time before the season closes. “It comes said a treasury official today who years ago made a number of captures in Bering sea. “First, we would have to find them and warn them of the agreement; then, in case they did not heed the warning aud cap- tured seal we would have to hunt them again and capture them, if possible. All this takes time. They bave an area of 400 square niles to poach in and a few cutters in the dense fog could do little good. If they were directed not to enter at all, at the beginning of the sea- son, the task would be much lighter. “As it is, they are in there, and for this season at least they will reap a harvest. Of course the Commercial Company will obey the orders and catch only what the limit allows.” $< GEN, FOSTER AND RECIPROCITY. When the Proclamation in Regard to Spain ‘Will Be Issued. Gen. John W. Foster, who bas been con- ducting the recent negotiations between this and other countries for reciprocal relations, is in almost daily consultation with the President and the officials of the State Department in regard to the publication of the proclamation that is to announce the terms upon which the Spanish-American agreement is based. He declined this morn- ing to indicate whether or not this docu ment will be forthcoming very soon, but it is generally thought that in the absence of Secre- tary Blaine, which is expected to last through the summer, the President will not wait, but will go ahead in the matter, and that the proclamation will be out by the Ist of July. As a matter of fact the case is so entirely in the hands of Sec: Foster that the presence in the city of Secretar; Blaine, who exercises only a super con! over these teciprocity negotiations, is not at all necessary for the culmination of the agree- meut or even of the conduct of the business. Gen. Foster has been working for over six mouths in the employ of the government as its agent authorized to treat for reciprocal trade and it has been mainly through his efforts that the “agreements already reached with Brazil, Venezuela and Spain have been con- summated. He is now at work upon an- other country, the name of which is kept quict for the present for obvicus reasons. The methods that have been adopted have had diplo- matic secrecy as their main foundation, inas- much as there are 80 muny interests in thecom- mercial world at stake that if the news were published that negotiations were in progress with acertain government the State Depart- ment would be flooded with petitions, delega- tions, politicians and diplomats, ali working to secure different ends. ‘Of in the matter of the Spanish treat the sailing of Mr. Foster for Spain was an un- mistakable indication of bis motives that was seized upon at once, and thus his erraud was well known before he arrived at his destination. Acting on this experience he is keeping his future movements very quiet and will vouch- safe no information on the subject. There is no truth whatever in the belief that has gone abroad that he is practically Secretary of State ad interim, for his business with the overnment begins and ends with reciprocity. Fo'be eure, be is being daily consulted by Mr. Wharton, the acting secretary, in regard to estions on which his longer experience in Uiplomacy entitles him to an opinion, but beyond that he is not in the least concerned with the general affairs of the State Depart- ment.
