WASHINGT ‘THE EVENING STAR bas the faliest Local Cirealation of any Newspaper im the World, and as an Advertising Medium ts worth more than all the otber papers published in Washington. ‘The state of Maryland erects today at the ancient town of St. Mary's, the germ of the colony and commonwealth, a modest monu- ment to Leonard Calvert, its first governor. Few states have had such a noble beginning—not im the glare of the stage foot-lights amid the clatter of an audience delighting in impressive scenes, but soberly, religiously as beseemed a serious people sprung from the bosom of English liberty. Among the founders of America George, Cecilius and Leonard Calvert are ever to be named as worthy of special honor and esteem— the first that he prepared the way the second that be sent out the hopeful colony, the third that he governed it wisely and with his own hand planted the tree of toleration in the soil of America. A singular fact in the history of the country’s settlement is this—that Jamestown, Plymouth and St. Mary's, the first towns founded, respectively, in the first three British colonies never attained any considerable growth or, after the very beginning, impert- ance. Maryland was the second southern and third of all the English colonies formed. From the muail community at St. Mary's on the lower Potomac, 1634, it has without the advantage of a wide territory developed into a noble com- monwealth with largo cities, well develuped farms and prosperous industries. ——— The baccarat scandal and a long array of > other scanduls preceding it place the upper class of England on trial before civilization. Not Sir Gordon Cumming alone, but his set— the Prince of Wales, “heir of England.” and of all the royal houses of Lritain from Cerdie to Hanover—are the real uceused. The mon- archy of Great Britain and the social and po- litical institutions with which it is interlinked are not capable of standing an indefinite strain, for they rest on the respect of the people of England. If that respect were withdrawn for asingle moment the whole costly structure that has taken perhaps fifteen hundred years to become what it is would crumble and leave behind it only that which is useful to the every-day life of the people. It was the re- mark of Gaizot, a truth of history. that no element of the English political life had ever been lost. Applying that profound obser tion to the present state of British upper- morals it could be foretold wisely that a revo- lation in English government due to the ex- travagance and profligacy of the royal line and the nobility would not uproot all established institutions, as was the case in the French revolution, but would modify them us they were modified by the English revolutions of the 17th century. a The orator, the subject and the ocension met today at Galena when Degew discussed Grant as the man of the moment. “Clients failed to retain him as a surveyor, his real estate office had to be closed, and be was not a factor in the tanners’ firm. Evidently, what is wanting in college and all sedentury life is sufficient physical exercise to make a counter balance for the necessary mentat exercise, and the greater the strain on the mind the greater the obvious necessity for healthful physical development. A bappy correlation of the two sorts of exer- cise is important. — + The German Kaiser is an avowed friend of the ode duello. He has been challenged by a New Jersey music teacher who was once an officer in the Germmn army. This challenger is so considerate as to affix acondition. If Wilham shall have Prince Bismarck executed before the duel the latter need not oceur. It is uggested that this is a good way for the imperial auto- erat to avoid the inconvenience of @ duel with an American sovereign, gratify his private re- sentment and effect a stroke of state policy all atone time.
