FREER TRADE WITH GERMANY PLANNED} Barter Transactions and Limit- ed Use of ‘Blocked’ Marks Authorized Washington, Dec, 24—()—The treasury liberalized its policies to- ward trade with Germany Wednes- day, authorizing barter transactions ” and a limited use of “blocked” marks. ‘Use of such marks—those set aside in Germany for an individual for- eign trade account but not to be re- moved from the country—was author- ized for financing German imports Provided the purchaser of German goods has owned the marks continu- * ously. The effect of the ruling, treasury sources said, is to permit any indi- vidual having blocked marks to use them in buying German goods. He cannot, however, sell the marks to another person.
