Leonard Orvedal, head of the adjustment section, said this amount of debt reduction was made in 1,021 cases settled during the period, “Many of these cases represent re- financing through the Federal Land bank,” Orvedal explained. “The farmer having received a commitment with which to pay all existing obliga-|- tions has been able to pay off the old indebtedness on an adjusted basis. He also pointed to rehabilitation loans by the Resettlement administra- tion as of assistance to farmers in| ¥ debt adjustment, ‘On Adjusted Basis “Before the loan could be made, |§ it was found necessary to have the | § debts reduced to a point indicated} & by the farm plan, that the farmer could carry,” Orvedal asserted. “In some cases, the existing indebtedness was paid on an adjusted@basis; in others, the creditors voluntarily re- duced their present claims to a point ; within the earning capacity of the farm plan, which enabled the farmer to receive his rehabilitation loan. There also were adjustments through feed loans where it was found that livestock feed was requested for livestock encumbered for two or three times their normal value. In these cases, new mortgages have been taken on an adjusted figure based on the value of the chattels and this has served to help all con- cerned, it was explained.
