Gulser. The measure was vigorously opposed by the railroads, and after its passage by the Legislature protests were made to the Governor against signing the bill, ‘The new law requires railroad com- panies to employ three inetead of two drakemen on freight trains of more than twenty-five cars on @ railroad more than fifty miles in length. It also @rovides that passenger trains shall carry a baggageman in addition to the regular crew. Similar bills were vetoed by Gove. Veteran Navy Officer Was Inven- tor of Many Devices for More Effective Ocean Warfare. News of the death of Rear Admiral John W. Moore, U. 8. N., retired, at the age of 81 years, in Ridgewood, N. J., last night, revived, many memories in army and navy circles in Manhattan to-day in regard to the veteran naval officer, who acted as Admiral Farra- gut's fleet engineer. Rear Admiral Moore originated the {dea of armored fighting tops, firat made of ,potler plate, and he first sug- gested and used the neutral colors for men-o'-war, in order to make the ships lees visible. Many other devices were invented by him for offensive and de fensive use in time of war. Rear Admiral Moore was born at Plattsburg, N. ¥., May 24, 1832, He recelved his early education in the Platteburg Academy and Williston Seminary, and through private tutor- ship. He was appointed third assistant engineer, United States Navy, May 21, 1853, and rose through the successive ranks to chief engineer.
