CATY HOME RULE URGED IN WAGNER POLICE REPORT: en Would Let New York Decide Sunday Saloon Question for Itself, MAYOR'S PLAN FAVORED “Welfare Department” to En- force Laws Relating to Gam- bling and Social Evil. Home rule for New York City is the ‘keynote of the report of the Wacner committee on remedial police legislation, ‘which will be presented to the Legisia- ture to-night. The committee spent sev- eral days here investigating conditions, and makes three radical and many t@inor recommendations. Te does not touch directly on the ques- of women police, but its recom- mendations in regard to a welfare com- mission leaves the board free to employ ‘them if #t desires. The recommendations orieny 1, The amendment of paragraph 90 of the Liquor Tax law #0 as to permit the local authorities of the eity of New York to determine ‘whether, and under what conditions, Mquor may be sold on Sunday. 2. The enactment of such legisia- tion as will remove from the Police Department of the city of New York the responsibility for the enforcement ef the laws relating to gambling, die erderly houses and kindred vices. 3.
