To- day’s session was largely given up to'an address by Senator Morgan upon the question of the construction of an isth- mian canal. Morgan contended for the making good of contracts entered into by | President McKinley.with Costa Rica and | Nicaragua. The negotiations of these agreements he characterized as a master- ful act and sald they were about to be |!) W., WASHINGTON, Dec. 20.—Opponents of the omnibus statehcod bill, for the first time since the session began, sald to-day that the measure was beaten. As far as can be learned, there has been no impor- tant break in the sixteen Republicans pledged to the measure, but enough Dem- ocrats have been won over to successfully carry on the campaign of opposition to the end. If Senator Quay shows a disposition to fight the measure to the bitter end, find- ing that he cannot pass his own bill, the single State measure will be abandoned. All efforts made by friends of the omni- bus bill to enlist the sympathies of Presi- dent Roosevelt in their behalf have been unavailing. He has steadfastly refused to toke sides in the controversy. The thredtened charges of “‘commercial- ism in legislation” have had a serious ef- fect' on .many members of the Senate hitherto in favor of admitting all three Territories, ‘Weighing all of these considerations, opponents of the measure have now de- clared themselves.certain of victory, while its friends are doubtful.
