He is one of the many big men in the na- tional capital who are watching the farmers’ movement in the Northwest with sympathetic interest. Whitaker is a specialist upon the problem of making this earth a place where every one -will be well housed amid beautiful surroundings. To do that, he has discovered, requires a sane settlement of the land problem. “Letchworth is the answer,” said Harris. “Letchworth is the one genu- ine garden city actually built and in- habited. - The principle upon which it is founded is that no community should be without its own industries, and none should be without its own belt of farms at the door of the towns- men.” ! . This is what he explained abou Letchworth: ; Some 16 years ago, due to the ef- forts of Ebenezer Howard of London, a tract of 3,800 acres was purchased by the Garden City association, found- ed by Howard, and the city of Letch- worth was established, 20 miles north of London. In place of three decaying villages, with a total population of about 250, there now stands a beau- tifully built town of 12,000 people, capable of a final population of 20,000. It has its own public utilities, stores, churches, clubs, places of amusement, parks, hotels, etc.,, together with first class schools. It is the healthiest town in the county—chiefly due to the fact that in Letchworth not more than 12 houses can be built upon an acre of ground. ! : FARMERS LIVE IN TOWN BUT CLOSE TO FARMS Around the city is a belt of farm- ing land forever reserved to farming by the terms of the contract made by the association with each member. Every inhabitant is obligated to pro- tect this land from being built upon or held out of agricultural use. It is owned by the community, and the farmers cultivating it are among the citizens of the town. So there can never arise in this garden city the problem of tenements. Now a second garden city is to be established, on some 3,000 acres of land, eight miles from Letchworth and 21 miles from London, the plans call- ing for a maximum population of 40,- 000 to 50,000 persons. The site was selected to combine railroad and build- ing facilities, fertility of farm land and other’advantages. Mistakes made in details of the plans for the first garden city will be corrected in this one. Already the rush to secure homes there has begun. Since the Letchworth experiment began, most of the countries of west- ern Europe have passed laws tending to make it easier for industrial work- ers to get to the land. One German city has purchased the entire area of farming land within. its municipal boundaries, and has undertaken to keep this soil for productive use. Other municipalities are moving in the same direction. War against the tene- ments and slums is declared.
