Havana, Sept. 10, 1878. ‘The dominant idea of the Spanish party in this Island is that they are the best judges of the mea- sures and method required for the government of fuba, and all their efforts have been disected to this end—to have their wishes attended to, whether authorized or not in Spain, ter their fulfilment bere, Wence the recent frequent differences be- tween the Republic in Spain and the retrograde conservatist party here, who reject all the plans of the republicans, which, adopted in accordance with the progress of civilization and republican ideas, are intended to benefit the island, but are rejected ‘Dy the powerfal clique of slaveowners as prema- ture, inconvenient and highly objectionable. Con- sequently, the successful efforts of the conserva- tists in staving off the publication of the recent de- cree of the late Colonial Minister, Suiler y Capde- vila, and which seemed to have virtually resulted in a compromise between the Captain General and the conservatists. SREASURY FINANCE ON AN EXTRAORDINARY BASIS In addition to the recent decrees of the new In- tendente, Crespo Quintana (relating to the cir- culation of gold, payment of the Lottery Revenue half in gold and half in bank notes, and the later one of collection of duties on imported articles of Juxury, half in gold), and in direct contravention and violation of the decree above referred to, of Minister Sufler and Capdevila, aud apart from his considerations that in the laws of nations, there are no laws nor principles which authorize expro- priations, nor that in sound judicial theory such proceedings are admissible and despite the con- stitution of Spain, old and new, the Intendente General of the ‘treasury of Cuba haa proposed, and the Captain General has promulgated a decree ‘which authorizes the sale at public auction of the property, effects, &c., confiscated or taken charge of by the Treasury (incantado por la hacienda) in con- sequence of the insurrection, and the entire pro- @eeds are to be devoted to the cancellation of a Portion of the Treasury debt by withdrawing from circulation notes issued on account of the State. At this present juncture 1t would be well for the United States Secretary of State, Mr. Fish, to re- ‘write his famous letter of October 29, 1872, which created such terrible excitement among Spaniards generally, but wich at the time was only read by Minister Sickles to the Madrid authorities, and ‘would, in view of the present circumstances, be ‘well adapted for delivery to the actual govern- ment. This decree, which so strongly authorizes the immediate sale of confiscated property, wil undoubtedly greatly and severely affect the interests of numbers of Cubans Daturalized in the United States, and tt depends upon the government of their adopted country to ‘bind Spain and principally the authorities of Cuba— for Spain and Cuba are in reality two different gov- eroments—closely to comply with the treaty of 2795, and chiefy with articles six and seven, Which are at present of great importance and ‘Which stipulate as follows: Arricix 6,—Each party shall endeavor, by all means in their power, to protect and defend all vessels and other effects belonging to the citizens or sub.ects of the other ‘which shall be within the extent ot their jurisdiction by wea or by land, and shail use all their efforts to recover and cpuse to be restored to the right owners their vessels andedects which may have been taken from them ‘within the extent of thir said jurisdiction, whether they are at war or not wit the /ower whose subjects have taken possession of said effects.
