Havana, August 30, 1878. ‘The Acting Intendente General, Sefior Crespo who has had a long and varied expe- orience in public life in Cuba, has signalized his entry into the highest finance office in this island by the production of two decrees, which are intended to alleviate the economic condition and financial situation of the island and bring about a reduction of the nigh rate on goid and a return to specie payments. Both are dated August 28, The first authorizes the free circulation, at its intrinsic ‘walue, of gold coin of the South american Repub- lica, and the impoitation of United States gold, free of duty, while goid exported {s to be charged a stul further duty of five per cent over that at pres- ent Marked by the tarid. THE PREAMBLE -of this degree is to the effect that considering the economical crisis which at present compromises all the permanent interests of this territory, urgently demands some kind of measure for its amelioration, however partial it may be, and pre- paratory to the definite resolution of che competent legislative authority, and considering that the character of the crisis does not determine its gen- eral mature, weighing heavily upon the wealth of the province, but complicates and makes circuls- tion dificult, by reason of the circumstances which ‘have produced it; that in this sense the crisis 4s but monetary and its deplorable ocon- Sequences consistin the withdrawal of gold—the only monetary unit—from circulation in some de- partments in the island, while in others it freely circulates and abounds, with discredit and depre- ciation to the paper circulating medium. Consid- ering that, for certain reasons, a quantity of gold -has been exported, which is indispensable to Attend to the necessities of the circulation and ‘public expenses, and taking into account the im- possibility of importing Spanish gold, which has been in large quantities exported into France and destined to cover the German indemnity, atid con- sidering that lawful money geuerally abounds in excess to the wants of its consumption among the American republics; and considering that the modern concert of nations, the progress of interna- tional Jaw has obliterated past animosities, uniting peoples in the closest relations of iriendship and weciprocal aid to carry out the work of civilization by iraternal bonds of unten, and considering that at is necessary to replace in this market the scarcity of guld for the requirements of the gov- ernment, and to regulate the unequal and anomalous situation produced by the almost total disappearance of gold in some departments and the depreciation of the circulating currency in others, thereby cucouraging speculation and bringing on grave and serious dangers, the Acting {ntendente has iesued the said decree, The first article authorizes the circulation of gold of the South American Republics at its intrinsic value and the same “representative” vaiue as the Spanish coin (por su valor intrinsica y que tenga ta. misma ley que la moneda Espafiola). Ten thousand visitors were at Martha's Vineyard on Sunday last. Over four thousand visitors arrived at Saratoga Springs last week. John Knox, of Glasgow, Scotland, arrived at Saratoga Springs on Saturday last, Uncle Daniel Drew, of Wali street, arrivea at Con- gress Hall, Saratoga, on Sunday ast. General Phil. Sheridan is rambling among the White Mountains of New Hampshire. The United States Hotel at Saratoga, when finished, wil contain 5,000,000 of brick. Secretary Richardson is at Long Branch, but Will return to Washington on Saturday. The Count and Comtesse de Giverville, of Paris, France, are sojourning at Saratoga springs. The Eldridge House, at Sharon Springs, N. Y., is no more, it having been burned to the ground. The keno establishment at Cape May has received an invitation from the authorities to close busi- ness, Lieutenant A. H. Lillie, United States Navy, has put up at the Grand Union Tavern tn Saratoga Springs. A second edition of the camp meeting at Round Lake, Rensselaer county, N. Y., commenced on ‘Tuesday last. There ts to be no pool selling on the Saratoga boat races—at least upon the grounds over which the Regatta Committee will have control. Major William W. Leland has disposed of his in- terest in the Grand Hotel, Saratoga. The house will remain open until the 1st of October. Coroner Young was yesterday called to 444 West Fifty-third street to hold an inquest on the body of Joseph Andreas, a German iad twelve years of age, whose death was caused by injuries received by being caught between a beam and the elevator, in the paper hanging manulactory of Messrs. Whiting & Youngs, 435 West Thirty-trst street, where he was employed.
