M. What would be done. Last night a regular meeting of the Common Council was held, and the excitement around the City Hall in consequence was of a very intense na- ture. Long before the usual hour of assembling, the galleries, lobbics and hallways were crowded with an anxious multitude. The Board was not called to order unti! half-past eight o’clock, and then the regular routine business was proceeded with. Under the head of COMMITTEE REPORTS Alderman Baldwin, of the Finance Committee, presegted a document which caused a sensation. When the clerk unfolded the paper and commenced to read the most solemn silence reigned. It set forth that the Finance Committee had ascertained the existence of certain irregularities in the office of the Recetver of Taxes, and on that they, on the 24th day of July, and during the month o! August, had made a_ partial berbha | ba tion on information furnished by Comptrol Baker, and_had discovered a deficit in the cash account of Jonn A. Broadwell, Receiver of Taxes, of $4,200. This amount the said Broadwell, they state, applied to his own private account and to his own uses. The irregularities thus far ascer- tained are from April 29 to May 12, less than a month. In view of this defaication the committee presented’ the following resolutions, which were adopted: Resolved, That Jonn Cleaver, red be appointed Receiver of Taxes, in the place of John W. well Resolved, That the Riuance Committee are -hereby authorized and empowered to employ one or more com- petent persons to examine into the books, papers and ac- counts of the office of the Receiver of faxes and such other offices or departments of the city government as the Finance Committce may from time to time direct, and to invite charges from citizens, On the passage of the resolutions Alderman Stainsby, the leading light of the local republican politicians, arose and delivered a speech courting investigation into his oMcial conduct. The money taken from the city funds by the receiver, it is said, had been made good. Among prominent citizens there ts MUCH FEBLING at the action of the Council in not callin, com- mittee of citizens, and it is probable that a public demonstration wiil take place at an early day, QUESTION OF COLOR. PROPOSED REORGANIZATION OF THE BOSTON PIRE DEPARTMENT, Boston, Sept. 5, 1873. The joint special committee of the city govern. ment has made its report. The committee believe the Fire Department is in a transition state; that » the present system is an unfortunate compromise between @ regular and volunteer department; that ‘the existing apparatus is not properly distributed, and that the plan of electing the chief and agsist- + Bnt engineers by the City Council is a divimon of fesponsibility. The commnttee urge the organization of a per- manent commission; the establishment of a sys- ‘em of: strict military discipline and responsioility throughout .the department; the division of the fity into five districts, with an assistant engineer ‘resident, to have command in the absence of the chief; ‘the establishment of a fire patrol in each district to make investigations into changes of buildings, merchandise, &c., and report daily; the establishment of a body of fire police, whose duty it shall be to take charge of the streets and keep the lines at fires; increased care to see that ali hydrants and water apparatus are kept in readiness for iustant use; the establish- ment of a city repair shop jor repair of engines and Last year he was a constable, DENMARK, Extermination of the Internationalistsa— Eftects of the Monarchical Combina- ae ree and: that ponores Pobre te? reer tion. ion in regar: ire be made monthly instead of. annually.
