THR FORKIGN MARKET. Advices from London indicate improvement in tonsols and American securities. The amount of bullion added to the balances of the Bank of Eng- land to-day was £20,000, The rate for money at the Stock Exchange was % a1 per cent lower than the bank rate on government securities, The rate of discount on three months’ bills is 34 per cent jower than the bank rate at the ciose of business. The following are the quotations:—Consols for money at 92%, for account at 92% a 9211-16; five- twenties of 1867 at 93, ten-forties at 89% a 90, new fives at 90% a 903, Erie at 4944 a 49%. The new French loan was firm at 6), a 6% premium. In Frankfort United States five-twenties were 96% for the issue of 1862. Paris rentes have advanced, and by private advices money is reported dearer. It must be borne in mind that the combinations of in- Guences which affect the market on THE OTHER SIDE OF THE ATLANTIO ‘are entirely different in character from those which operate here. While we feel, anil sometimes keenly, the results of European agitation, our own very best efforts do not produce a corresponding action abroad. It would be pleasant to our national pride to believe so, but the truth is that, save with reference to domestic securities, American quota- tions have little more influence on the European market than the humblest of its dependencies. We are patronized because we are cheap. We are cheap becaase the placing of a loan ina European market is an advertisement. In other words, we pay for the music to which other people dance. Hence it is that, even to-day, it is reported that United States bonds have been recently broughs from Europe to be sold here, while even in the se- lection of securities we are assigned to a third place by the leading Power of the Continent. A GERMAN PURCHASE OF UNITED STATES BONDS. The London despatches announcing that the @russian government have purchased $10,000,000 of United States bonds convey news that has already been given to the public in these colamns, This action was predetermined by the German Diet, which has set apart a fund for the benefit of he invalid soldiers of the Franco-Prussian war. Yhe bulx of the amount subjected to legislation was first invested in Russian securities, then in French rentes and one or two other national se- vurities, and finally in the bonds of the United Btates. The purchase of these nas been going on quietly through German bankers for a long time, and probably the latter have already perfected their instructions and are now not averse to giving the facts to the public. Hence it will not be judicious for the financial world to yield to the influence of the report, grateful as it may be gr not to American pride, and to calculate upon reguits growing out of an operation that has nearly if not quite culminated. The statement, however, is satisfactory, inasmuch as it affords one of the clews to the strength of United States bonas as heretofore quoted, and accounts for the absorption by some of the German bankers of nearly all that have been offered on the market. {tis understood that the purchases were made through the “Seehandlung,” a govermental bank- ing institute at Berlin. and are to be devoted to the rellet of the invalids of the last war, “Retchs- invalidenfonds.”” THE MONEY MARKET. Money to-day ranged from 4 to 5 per cent on call {oans, with the heretoiore quoted prices for prime commercial paper. Exchange was duil and was quoted at 108% a109'4 for good prime bankers’ sixty-day sterling and 110, less brokerage, ior sight. GOLD 11534 A 115. Gold exhibited the result of depressing influences to-day, which were doubtiess due to the heavy disbursements and the consequent indisposition to take advantage of the unsettled condition of the market. The price at the opening was 115, but it subsequently advanced to 115%, the average figures being better during the late hours of the day. The following table shows the Ductuations of the mar- ket:— The carrying rates were 234, 3, 3)., 4,5 and 2 per cent. The operations of the Gold Exchange Bank to-day were: Gold balances... The Treasury disbursements for June, exclusive of interest and principal of public debt, amount to $13,790,000, All appropriations for the new year made by Congress being now available the dia. bursements for July will be greater. ‘The internal revenue receipts to-day were $400,000. The Custom House receipts were $304,000. The Assistant » Treasurer to-day paid $720,000 for coin interest, and $42,000 for redemption of five-twenty bonds; also $220,000 on account of currency interest. RAILROAD BONDS. Considerable activity was manifested in this department, with some advance, indivative of the reinvestment which has been foretoid. New York Central sixes of 1887 sold at 91';, Albany and Sus- quehanna first mortgage at 85%, Union Pacific Orsts at 85%, do. land grant sevens at 70, do. Income tens at 6044, Chicago and Northwestern firsts at 102, Wabash (St. Louis division) at 91}. In the matter of the Union Pacific Railroad bonds the government has to-day been forced to say oMicially and in strong terms what might have been as well said yesterday. The pressure of in- fuential bondholders seems to have been too Strong for resistance, It is the old story over again of Captain Scott’s coon. The coon has “come down.” lt will notdo for the Treasury Depart- ment to go into stock-jobbing operations wildly. Wall street can stand the daily reports from Wash- ington of coin balances without a shiver, The Cotton Exchange can read smilingly about the official caterpillars that are eating up the crop, and be happy because the members have quite as many facts at their finger ends as the Agricultural Department at the capital. The shrewd oper- ators of the street remember that @ public servant is but human, in whatever ca- pacity he may serve, open to specu- lation, to purchase and to sale. So that the sequence of this Union Pacific business and other recent governmental actions equally specu- lative in character is a feeling of indignation at the want of public faith and honor that has been exhibited, The report from Washington now ts that the Attorney General says that ‘‘the injunction on the suit of the United States against the Union Pacific Railroad will not interfere with the payment of interest on the first mortgage bonds to bona side holders, and if interest on such bonds is not paid it will be the fault of the directors of the company, and not of any interference by the government.” There is something so centemptible in this om- cial pettifogging business as to require the strong- est condemnation, Had a Wall sireet operator put his injunction on a great company at the hour when its credit was most at stake, when thousands of honest holders of its bonds were waiting to be paid their interest, no language would have suf- ficed to express the just anger of the people, and the government only shows its weakness at home and abroad by permitting its legal agents to resort to such @ miserable device as that which the At- torney General now attempts to palliate and ex- cuse. THE STOCK MARKET. Owing to various causes the stock market was to-day more active than usual, the prominent deal- ings being in Lake Shore, Union Pacitic, Western Union and New York Central. Western Union opened at 84%, and was steady thereafter until its close at 8534. Pacific Mail opened at 35%, and com- menced an up grade until it touched 38, when the prices receded, and the last sale was made at 36%. The reaction is ascribed to the report that the company are apout to withdraw one of their steamers from the New York and As- pinwali services, reducing the number to two, New York Central commenced business at 10234 and maintained an active piace in the market until the close, going to 1034, with a final reces- sion, however, to 102%. St. Paul sold at 51}; a 6127. Lake Shore, stimulated by the change In the direction and presidency, was likewise a lively subject of speculation, the price ranging irom 95%, at which it opened, to 96%, the lowest figure of the day being 955s. ‘The change referred to consists in the appointment of Commodore Vanderbilt and his son to seats in the Board of Direction and the election of the former to the presidency of the road, It is needless to observe that the event has been both anticipated and dis- counted, and that an active bull movement is now the result, engendered by those who are strongly identified with the interests of the late Hon. Horace F. Clark. Northwestern com- mon was quiet at 7134 a 714g a 7144. Umion Pacific came next in turn; sold from 26% to26; recovered, receded again to the same figure and closed at 264. Wabash was steady between the extremes of 684 a 68%. Erie showed a variation of only about 3 per cent. Rock Isiand sold between the extremes of 1094 a 1097%. Olio and Mississippi was steady at 303% a 39, closing at the latter figure. C. C. and 1. C., at 28%, %, 20; Hannibal and St, Joseph com- mon, at 37 a 374%; Panama, at 110 a 110%, and Delaware, Lackawanna and Western, at 97 34 a 975.
