THE TARIFF TROUBLES, Jute, Teeth, Brandy, Other Spirits, and Cotton, im Troubie= stow the New De- puty Collector Fills Up fis Spare 7 ime— Seizure of Contraband Goods from & Passenger by the Persia, &c., &c. ‘The business at the Custom House yesterday morning was a litle more lively than it bad been duriug the st few days, although, when Scutpared with that of thé same period of lags year, it was very slow. As the day wore away, the business did not continue so brisk—tbere- fore, at the close of office hours, there was very little ex- citement at the desks, in a business point of view. Some few points of dispute came up about the new tariff'rates. The following written query was put to the Collector by a broker:— What are the duties u i jute twines. These are entirely, or in part, manufactures of jute. 1 atk this, as to my reading, the two sections in which they are mentioned conflict with each other? D, McARTAUR, The last clause of section 15 of the new tariff reads thus: On jute goods, Afteen per centum ad valorem; on all other manufactures of jute or Sisal grass, not other wise provided for, twenty per centum ad valorem The broker contended they should be admitted at fif- teen percent as ‘ jute goods,’’ but as there 1s an evident inconsistency between the two rates as above, the Col- lector decided the deposit be taken at twenty per cent, and after appraisement the overplus to be refunded. The broker said he should pay the auty under protest. The decision with regard to the following clause under the ten per cent section: — Horns, horn tips, bones, bone tips, and teeth, manu- nae, ips. ips, is thus rendered. The “horns, horn tips, bones and bone tips,’ are to be considered as not having gone through any process of manufacture; that elephant’s teeth are ivory de facto, and rated under the special clause relating thereto, and the “ teeth manufactured,” specified above, are to be considered human tecth and no other. “ Those who can’t turn can’t spin.” The next trouble was with regard to the following clause of section 6:— Bec. 6. And be it further enacted, That from and after the day and yeur aforesaid, there shall be levied, collected and paid, on the importation of the articles hereinafter mentioned, the foilowing duties, that is to say:— Fant, on brandy, for first proof, one dollar per gallon; on other spirits manufactured or distulied from grata, for frst procf, forty cents per gallon; on spirits from other materials, for first proof, :orty cen 8 per gallon; ou cordials and liquors of all kinds, fMity cents per gallon; on arrack, absynuthe, kirschenwasser, ratatia, and other similar spirituous beverages, not otner wise pro. vided for, fifty cents per gulion; oa bay rum, twenty five con's per gullon; provided that the duty upon braudy spirits, and ai! other spirituous beverages hereim enume- rated sha}l be collected upon tho basis of first proof, and fo in pre portion for aby greater strength than’ the strength of first proof; provided, that all imitations of brandy or spirits, or of any of the said wines, and all wines imported by any names whatever, shail be subject to the duty provided for the genuine article which it 18 onded to represent; provided, lurther, that brandies, ‘wena Hquors, Ibay ‘be imported in bottles, ‘> wat lees than one dozen, ~-sding to the ke or other epitic.. when the package shall conwuw . and ail botties shall pay a separate duty, accu. rate established my this act, whether contain ng wines, brandies, or other spirituous liquors, subject to duty a8 hereinbefore mevtioned; on ale, porter and beer in bot- tes, twenty five cents per gallon; otherwise taan tn bot tes, fifteen cepts per galiou; on all spirttuows Iquors not enumerated, thirty three apd one-third per contum ad valorem. Certsin brandies bave recently been imported that have been below tiret proof. There is no provision made for a less ratio of strength than first proof, although provision hes been made for a greater. How then was this duty to be fixed? No other possible rate could be taken by law otherwise than “thirty three and one-third per centum aa valorum’’ upon “spirituous liquors pot enumerated.’ This decision caused great dissatiefuction among those in. terested in the brandy. On the duty upor spirits a question was asked yester- day, whether a ce3e of gin, in bottles, would have to pay duty on the case as well as the bottles. It was decided that the duty would have to be paid undor the specifica- tion of “Manufacturers of wood not otherwise provided | for—thirty per cent.” The style of charging the duty on | case, containing a dozen bottles of gin would be—The spirit, specific, according to proof, from forty to fifty-six cents per gailon; bottles, 30 per cent ad valorem; case, 20 per cent ad valorem. How will our spirit importicg merchants like thie? Does the same rule apply to the casks? At half-past two some of the brokers’ boys took up their stations at the door, ready for mis- chief; but as the applicants arrived and saw the state of aflairs, they began walking about the rotauda, rather than subject*themselves to be the object of thelr re- marks, At about a quarter to three o'clock an offloer made his appearance and moved the boys from their usurped positions, much to their annoyance. Shortly after this the applicants began to gxther together, although a large number still kept moving about the building. At three o'clock the galleries arSund the rotunda became nearly filled with clerks aud others who wished to see the fun, although they wished to be thought above it. ‘Those persons on the floor of the ro- tunda whose thoughts were not more seriously employed began making humorous sketchy remarks upon those in the galleries, to the amusement of the bystanders, As the minutes advanced the crowd began to be more con centrated, and some who wished only to be observers got inside the scow and mounted the desks behind the green curtain.
