ene ae ’ naval purpose WEW YORK HERALD, TUESDAY, MAY 3, 1859.—TRIPLE SHERT. with the while, but who practically exhibit a Breater repugnance to the colored people than do the pro-slavery men in the North, or even the nigger drivers of the South. The flame of jealousy on this ground is now belag fanned by a contest which is going forward in the negro church of St. Philip, in Mulberry street. For some time past the congregation has been under the teaching of the Rev. Mr. Morris, white minister. A number of the congregation want to have a colored minister; but the white aman holds on tenaciously to his bread and but- _ ter. Hence there is a great split in the church “and an exciting contest. His opponents say itis “very mean on his part to persist in holding the ‘office when so many object, and when there are 80 mapy aspiring young men of color ready to take his place. It appears that the first pastor of the church, Rev. Peter Williams, many years dead, instruct- eda number of negroes for the ministry of the Gospel; but a preference of part of the congre- gation for white preachers bas had the effect of excluding these young gentlemen from “the work of the Lord,” for which they feel they have “a vocation.” Some of them, therefore, have gone eleewhere in quest of “fields of useful- ness,” and others are about to leave the country fer Central America, for Hayti, and for other distant regions. It must be ad- mitted that the uegroes of talent and ‘edu- cation among us are badly used by the white abolitionists, who, notwithstanding all their prate and buncombe about equality of the races, now permit their black brothers to exile them- selves from their native land for want of a little of that enconragement which they could so gasily give them, aud which they undoubtedly ‘would give, if there was any truth or sincerity in their professions. It is next to impossible in this free State for a negro to rise higher than a bootblack, whitewasher, waiter, barber, steve- dore, or other menial employment. Dr. Me- une Smith, Downing, the oysterman, and two or three other conspicuous exceptions, only con- firm the rule. In this dilemma we really know not what advice to give the gentlemen of color. Their ungratified ambition and discontent fur- nish the best comment on the course of the up- principled demagogues and trading agitators who lead them astray. Tue Gory Mixes or Norrn Carouwa—in another column we insert a letter in reply to an article which we lately published, entitled “Notes on a Trip tv the South,” or rather to that portion of it which describes the gold mines of North Carolina. Our correspondent thinks that the account we published of these mines is by far too glowing and too highly colored. Per- haps he is right. Butit must be remembered that the description was not that of a scientific explorer or of an adventurer “prospecting” for diggings, but the rapid sketch of a traveller on a pleasure trip, who necessarily relied on the truth of the information furnished him on the spot by those best acquainted and most interest- edin the place. “L, R.S.” is quite right when he says “our correspondent is unquestionably sincer We know him well, and know that he is incapable of decciving us. Nor is it very easy for others to practise deception on bim. We will not, however, underlake to say that there may not be some truth ayd justice in the criticisms now offered. We publish them for what they are worth. We have no interest in the matter, Coxversion or Sanne Vessers or War Ito Sieam Fricaves.—Elsewhere will be found a communication on the steam navies of Great Britain and the United States, which contains some useful suggestions on the conversion of aailing vessels of war into screw steamships. Since 1847 the English bave been pursuing this policy with the greatest advantage, the eighty- gun sailing ships thus converted turning out capital screw ships. We,on the contrary, have been rebuilding most of the vessels of our navy not abandoned to decay on the old lines—a suicidal practice, considering the changes that are everywhere being effected in the naval ma- rine of the world. ‘Ihe money spent in cobbling up our sailing vessels on their old lines within the last twelve years would, as our correspond- ent observes, have furnished us by this time with a screw steam, fiect of some five and thirty effec- tive ships of war. It is not foo late to profit by the lesson, Will the department please take note of it? Abatement of the Excitement—The Rupture Between the Government Officials, &c, Sr. Loum, May 2, 1859, ‘Tne Salt Lake correspondent of the Republican, under date of the 6th ult., says that the excitement there hag somewhat abated, and that this is attributed in part to the knowledge the Mormons now hryo of the practical working of the Jury law passed by the late Legislature, it Deing a complete nullity to the punishment of any crime committed by the Mormons. Uuder this law the clerks of the Mormon county courts select the grand and potit juries of the federal courts, and such restrictions are imposed as disqualify evory Gentile in the Territory. The rupture between Judiciary and Executive is stated to be open and irreconcilable, unless the Governor yields, which he will not do; and ifthe administration moves in the matter detrimental to tbe Judges, thoy will resign, and publish a manifesto disclosing darker and bloodior Fcones than any heretofore exposed. The Douglas Buchanan Pye, dential Programms—Douglas? I wag informed severa! days ago,on the vory best aatho- rity, that a movement of this character was on foot be- tween Mr. Buchanan and M-. Douglas. ‘Tne basis 0: re conoiliation, however, was not ascertained before it was developed ip the Haaatp; ani while many of the demo- cracy here would glad\y hail a settlement of the dillloalties between Mr. Buchanen and Mr. Douglas, ihey are by no means satisfied to see it effecte? upon the terms proposed, ‘The people here are not willing to gurrender the priuciple ‘of Congressional protection to slave property in the Terri tories for the take of sevonciling Dougins and his (riende, If accttioment is concluded upon any“buch compromise the South will not ratify :t, As to postponement of the nomination to some perio! subsequent to the mocting of the Charleston Convention, it will be found that the South ‘will acquiezcs in no guch policy. Tae intention is to take up a Southern man, and this contemplated change of ve nue is regarded a8 a more expodien: to bring the Convan- tion under the control of Forney & Co., who are regarded here as tittle petier than black repubticans. Ihave beard tbat Jadge Dougias disclaimed in Washing- ton avy agency in getting up tho late anti-edministration, antiTzcompton Convention which met at Harrisburg, Pa, ican state spon unquestionable authority that the whole programme of that Convention, and the resolutions as adopted, wore submitted to Dougias at Philadelphia be- fore the meeting of the Convention, and approved by bim. Rely on it, whatever may be the result ofthe pending peace negotiniions between Mr, Buchanan and the Little Giant, the Sonth will not support him. This merging of his “squatter sovereignty’ doctrue in 4 now principle, which is deemed at best negative and inoperative, is re- garded asa mere truce to allay hostility unui after tho ection. ‘The enunciation of hia “squatter sovereignty” wis in (he Senste bas ruined Douglas irretrieyaniy in the South. There ecoms to be no coufidence in him, for, inusmuch as he was not restrained in the enunciation of hig obnoxious views by the foar of forfeiting the support of the South, it 1s thought he would not hesitate to enforce them to the fullextent of his official power when he reached the Presidency and foun? himeectf beyond the reach of any such influences. ‘Tne people here say it is an easy matter Cor him to hold thege views iu abeyance until he bas accomplished his ends; aud auch do they believe his intentions to be. Even if he bad not prociaimed hig Bquatter sovereignty doctrines, his association with For- ney would be suilicient to excite distrust of iim iu the Tt wonld need .the guarantee of a long life's ser the cause of Southern rights to counteract the evil influences of han argociation upos the Southern peopie. Mr. Letcher would have lost hondreds—aye, thovgands of votes—in Virginia, had he not retuted the charge of having voted for Forney after the developement of the Forrest letter. Mr. Bachanan’s intimacy with tim cerogated very materially trom hig position in the South in 1856. True, there was no public manifestation of dis- trust Crom this cause; but there was & gecret fecing of this sort which in my intercourse wita the people I found very genernily to exist. Between Dougias’ “ squatter sovereignty” views and his association with Forney he has hopelessly forfeited the support of the Sonth, ckinridge ia equally uafurtunate in the character of his associates. He ts set down as the tool of a parcel of Jand jobbers, such as Slidell, Fitch, Bright, and Stuart— men” who ‘command very Mttle confitenco in the South. This is the company in which Douglas puts him, doubtless by way of offset for hit own Forney affinities. ‘The mierest in the Virginia eloctions scems to be con- siderably abating, owing, no doubt, to tho prevailing cer- tainty of ademocratic triumph. Mr. Letcher has retired from the canvass because of an unfevorabie change in his health. In addition to severe hoarseness, he nag had a strong tendency to erysipelas, by which, it appears, he nearly loat his life last winter in Washington. Mfr. Mon- ‘tague, the Gemocratic nominee for the Lieutenant Gover- uorabip, has taken up the cudgel in his stoad, aad gone in pursuit of Goggin. Mr. G., however, objects to Mon- tague’a meeting him; but the jatter is nevertheless de- termined to engage in the pureuit, and avail himeelf of any opportunity that may he afforded bim te counteract the influences of Goggin’s edorts. What Letchor may have left undone the excesses of Botte and the Richmond Whig will fully eccompush, Both thes: agents aro doipg more for the cause of cemocracy in Virgin‘a than could be effected by the most vigorous canvass. Virginia and the whole South, go far asf can ascertain, {8 more prosperous at this time than it is known wo have been for many years before. Tho prospects now v.sible in tbe promising condition of the growing vrups, bode a will greater degree of prosperity in the future.’ Every interest seems fo enhance, whilo the experience of the late panic serves as a salutary admonition against large credits and reckless specniation which is noy itkely ta be disregarded. It is decidedly the interest of the North to court the trade of this proeperons section. aud I ksow of no better means of doing i$ than by wtvertising in the Hrraup. The lorco of this suggestion eil! at ouce strike your extensive Northern merchants when they are in- formed that in many of the Southern o x circulation of the exceeds that of the p. lished thereia, Such T know to be the case from esti- mutes based upon the retarns of sales aude by newapa- per venders, and the admfited circulati f the local pa- pers within city and town limits, Of the latter, however, would except afew penny papers, which, from their cheapness, attaln a pretty good circulation among the poorer classes.
