The Country Unsafe Throrghout—The People Afraid to do Business—Prospects of Agriculturists and Miners—Bold but Just Position Taken by Gov. Bands of robbers, or, a8 they are here called, monto- neras, are wandering over the country, robbing the ba- ciendas and smsil towns almost at pleasure. Many of tho hacendadeo (farmers) will not sow s single grain more this eéseon than sufficient to give them bread. In some cases all the peons have excaped to the mountains, to keep out of the army, and in others they ask such exoribant prices for labor that the farmers cannot aiford to employ them. Government bas lately been giving a bounty of fifty dollars, and twenty per month, for soldiers. Opera- tions upon the rsilroads are nearly at a stand, and I think will have to be suepended. The prospects of the future are gloomy indeed for Chile.
