The Postmaster General is making earnest ef- forts to effect a postal arrangement with Cuba. Havana, in that island, is the port of call of all our Chagres mail packets from New York, Charlestoa, Savannah, and New Orleans. Beyond Cuba lie her numerous sister islands ef “the greater and leseer Antilles.” active commerce is carried on with the Spanish, the English, the French, the Dutch and the Danes, whe occupy these fertile spots in the Caribbean sea. Our new Postmaster General, Judge Hall, is fully aroused to the importance of having direct mail communication to those places, to aid and pry that premote commercia! operations with them. We have already the conveyance, secured under pay and under contract, as feras Havana; and semi- moathly mail lines are running from that port to those islands. Ail that remains to be done is to > f obtain the co-operation of Cuba, so that Mavana roodom, they will distribute and forward the mails between the other West India islands and the United States; and will enter into posts! accounts with the Uai States, that will enable the Cuban and West la- dian postage to be collected in those islands or in the United States’ The United States can give ample remuneration to Cuba for this accom- modation, by jike arrangements in her behalf, which will ensbie her to send and receive her correspondence with the various countries on this and the European contivents, through the United States, end the various packet lines belonging to the United Stotes, or brought into her use by the treaty with Great Britoin The Postmesier General intends immediately to send ovtan cflicer of his department to procure this desirable arrangemeat—the same officer who was so succestful iv making the excellent postal agreement with the German States in 1847, and | ®# 0 any other N: exercised 80 important an agency in our valuable treaty with Great Britain. But it is manifest that Mrjor Hobbie wil have to encounter dif- ficulties in this enterprise of a peculiar charac ter, arising from the spirit which the wild effair ot Cardenas has ex- cited. This should not be entertained against so honorable @ man, or against so jast, fair, and eventually adventageous a proposition as that of- fered by the Postmaster General I believe a little reflection will diseipate all fears and hesitation Nothing is contemplated that will of jealousy and distrust not be as beneficial to the government, or the public of Cuba, as tha of tbe United States. The Post- master General has had an interview, as | leara, with the Spanish minister, Don Calderon de la Barca, and has doubtless submitted to him the plan of postal co-operation that 1s desired by the commercial interests (file two countries. able diplomatist will fuily understand it, and Cuba will, in the end, | doupt not, be governed in this matter by her interests and intelligence, and not by roundless apprehensions.
