(See marine head for ship news ) The question at Valparaiso, of the monopoly of cascarilla bark, is much agitated in the public your- nals. A proposition to grant the exclusive privi~ lege of the exportation of cascarilla for ten years, meets with much favor from the Governor end Dictator Bulzu, and 18 opposed by the editor of £¢ Mercurio with much warmth. It appears that there exists already a monopoly of this branch of com- merce, and that the Dictator is desirous of abolish” ing it, for the mere purpose of establishing another, more profitable to the government. There exists, also, much excitement {a relation to the establishment of a bank A meeting of mer- chants and others, upon this subject, was ealled, to be held on the 13th of September last, the object of which meeting was to protest against the ma- nagement of the bank of Messrs. Arcos, and to petition for an organic law, for the establishment of a new institution. No particulars, however, are given of the principles on which this new bank is proposed to be constructed. Letters from Valparaiso, received at Panama, of the 30th of August aN state that the reactionary or revograde a Ae again got into power, in consequence 6 ich the struggle between the two parties in that republic has Decome most fiery and bitter, Vial is at the head of the liberals, and Mouttel at the head ot the retrogrades. We learn from Bolivia, that a desire for the reg triction of the command of Santa Cruz, and the re-establishment of the confederation under a new programme, hes taken possession of the public mind. Generel Belzu bas exerted his utmost vigi- lance to put down this spirit; but finding it impos sible to do 60, he has got rid of the old Protector, by appointing him minister plenipotentiary to some European powers. La Paz has been thrown into great excitement, by the discovery of a great placer of gold. Reports from that city, state thet an Indian, who was gath- ering cascarilla bark, on the meuatain.of Tissoa- ni, ant down, to rest himself, on the borders ot a smalliivulet. There he saw some small shining giains, which he picked up, and discovered to ba gold. As soon as he got back to La Paz, and related his Pee fortune, several companies of people set out ‘or the spot, in the hopes of a new California, nearer home. Generals La-fuente and Virianeo have gained reat popularity in Peru, and received a great num- ee votes forthe Senate. The first, on his re- turn to Lima, after his banishment, was received with the greatest manifestations of esteem. Letters from Puna and Arequipa state that those two departments were exclusively occupied with the important subject of the discovery of a gold placer, of immense richness and extent, in the neighborhood of Para, in the province of Carabaya. All the world was rushing to this new discovered El Dorado. The election for president of the republic of Equador, lies between General Elizalde, of the ministerial party, and Senor Nevoa, of the opposi- | tion, The former seems to stand the best chance. Nothing is now thought of Flores; he has lost all his prestige and influence, from his uniform bad success in every thing he has undertaken. News from the Isthmus of Panama, Wa have received our files of Panama papers to the 24th of October uliimo. The editor of El Panameno suggests to the com- pany of Howland & Aspinwall as follows :—That it would be highly advantageous to the company, passengers, and all concerned in the navigation by steamboats between Panama and San Franciseo, to touch on the passage at the several intermediate ay of Central America, such as Punta Arenos, ‘an Juan, Acajutla, aud Iztapan. In these perts, which belong to the states of Costa Rica, Nicara- gua, Salvador and Guatamela, there can be pro- cured coflee, cocoa, rice, sugar, fruits, and other articles, at ‘low prices; also, vanilla, cochineal, hides, sareaparilla, and other profitable objects of merchandise. Great benefit would also result to the passengers.
