INSPECTION STAFF INCREASE FAVORED Building Board Approves En- larging Force of Examiners Approval has been given by the bullding commission to the proposal that a *“speclal risk inspector” be added to its staff to make it pos- slble for the department to carry out the provisiona of statutes which demand semi-annual inspection of almost all types of building. ‘The suggestion of the New Britain Master Bullders® association that the force be increascd and a recent sete tlement of a case involving a defec- tive veranda brought the matter to the attention of the building com- missioners at their meeting last nigh, and after hearing Chief In. spector A. N. Rutherford they lost no time in drafting a recommenda- tien to the common council. No action was taken on the pro- posal that all building centractors be required to take an examination and procure a license before being allowed to obtain permits in this eity. It was voted to hear a com- mittee of the building association at the next board meeting. Some Ob- jection was made by Commissioner Joseph Wratschko, who was inclin. ed to regard it a uscless transgres- sien an the rights of any man to build }f he feels he has the ability. The fihal inspection by the buildiny department is sufficlent s safeguard in the opinian of the commissioner as expressed to his colleagues. Other members regarded the move as one which affords com- plete protection to buyers since those who have not sufficient ability cannot put up &' structure with hid- den defects, Inspector Rutherford expressed | his approval and explained the dif- ficultles encountered by his ataff in attempting to keep up with current work and at the same time safe- guard against risks in old buildings. He told of the settlement of the QGrove street case in which a child ‘was killed through a railing defect. Inspector , Rutherford attributed the conditions to the building boom of several years ago which resulted in & gregt volume of new construc- tion, much of which was not of the best, and defects are already being found. Unless these bulldings are visited regularly the defects may become aggravated and serious dam- age done, the inspector warned. The commissioners voted to peti- tion the common council for salary increases as follows: Inspectors A N. Rutherford, O. A. Peterson and €. J. Curtin, $300 a year; Clerk A. L. S8chrey, $200 a year.
