Washiongton, Nov. 30.—(UP)— Lack of a specific plan for defense of the United States is preventing adegquate preparation for the mo- bilimation of materfal reserves for war time needs, Assistant Secretary of War Charles B. Robbins, revealed today in his annual report to Secre- tary of War Davis. “Altheugh 10 years have elapsed since the war,” Robbins said, “little real progress has beem made to- ward placing our war-reserves on a sound and enduring basis. “Requirements still are in a state of flux, surprises and deficits are largely a matter of conjecture or opinton, influenced by various points of view, and recognition of the prob- lem by the estimating and appro | priating authorities is mainly con fined to a few ammunition jtems There is no common meeting ground with the congress, no approved yard- stick. “No activity of the Army is more charged with the assurance that essential supplies shall be forth- coming in time of need.
