The Society for Technical Ald to Soviet Russia, which is organizing these units,.announced that it alreé®dy has sent to Russia clothing workers, wachinists, builders and tool and die workers. Most of these workers were hussian immigrants who had become skilled here. The society, an = organization of Russians, has its central bureau in this city, headed by Fedor P. Wilga. It claims a membership of 10,000 throughou* the United 'States and Canada and publishes a semi-monthly technical magazine = to acquaint its members with modern ' methods of production in Amerfca and their ap- plicatién in Soviet Russia. New York, Oct. 14.—The wavy sur- face that so frequently develops on tarred roads is being made the subject of an experiment by government en- gineers, who hope to Solve the prob- tem that has long mystified highway engineers and caused great annoyance to motorists. The peculiar scrubbing board surface sometimes appears on macadam roads that have been treat- ed with asphalt, but the trouble is largely confined to roads built of as- phalt or tar. Concrete and brick roads never develop such a surface, and ordinary dirt roads seléom do. The bureau of public rcads is now building at its Arlington (Va.) experi- mental farm a roadway 15 feet wide, laid out in the form- of a circle, with a 90-foot radius, and its circumfer- ence, 565 feet in length, is to be di- vided into sections, each of which will be surfaced by a different kind of asphalt or tarred surface ,These experimental sections will be built exactly like actual road surfaces, and when completed will carry a traf- fic as much like actual traffic as it is possible to devise. This will be sup- plied by a driverless motor truck, which will be held in the. circular path.by means of a long arm extending from the center. The course of the truck will be alteréd from time to time sof that the entire roadway will be traveled. It has not been yossible to detér- mine the cause of this trouble by ob- servation of actual roads because there are too many unknowmn quantities, but with the experimental road the experts expect to find the exact cause and a remedy. 'The defect may be due to distortion of the éarth under the road surface or to defects in the surface itself. It is probable, the: engineers now think, caused in sbme way by the wheels of motor vehicles, but just how and wh‘ theé have not yet determined.
