The Government initiated the Controlled Material Program to in- sure the military services the need- ed materials to conduct the Korean War and strengthen our national security. The National Production Authority was created to imple- ment this program. Our area’s phenomenal increase in population, which has been over 300 thousand in the last ten years, meant a continual increase in home and commercial construction. This construction, and those firms and individuals connected directly or indirectly with this construction, have become an integral part of South Florida’s economy. It was, therefore interesting to again discuss with Henry Hey-| mann, Counsel for the Construc- tion Controls Division of the Nat- ional Production Authority, the op- erations of that agency and the progress of the Controlled Mater- ial Program. Heymann reported that, in spite of the usual confusion which ac- companies the inauguration of such @ program and creation of such an agency on short notice, it was felt that the National Production Auth- ority realized success in a much shorter period of time than was realized on a similar program in- itiated during World War Il. Counsel Heymann stated that the program was “‘on schedule”, which called for a gradual increase in allocation of materials to civil- ian construction, and would have reached a peak on October 1, of this year, had not the steel strike come along to derail the program and set it back six months. Heymann remarked that the steel, aluminum and copper situa- tion was such, prior to this steel strike, that the NPA had prepared a new formula to go into effect October 1, which would increase the amount of these materials to be used in authorized civilian con- struction. The strike so complete- ly changed the steel picture that it is doubtful that this formula can be placed into effect prior to April 1, 1953. “Even with the erippling effect of the steel strike,’ Counsel Hey- mann revealed, “1952 will be a re- cord year for home construction in the United States. It was estimated jin January, of this year, there | would be between 600 and 800 thou- sand homes constructed during the year. Actually, the construction will reach a record one million homes.” Heymann concluded the inter- lview by saying that the NPA re- cogniz” ith Florida's growth and its critical construction problem. Special consideration has been giv- en our area, and through May, of this year, every application for authorized construction was ap- proved. Assurance was given that such consideration would continue to be given to South Florida as long as the situation warrants it, or CMP is dissolved.
