Bo the School Board, and the Citizens and Tax-payers of School District Number One, Itasca County, Minnesota: Gentlemen: I have the honor to transmit herewith the detailed statement of the finances of School District No. 1 of Itasca County, for the period beginning July 16th, 1911, and ending July 17th, 1912, showing all the receipts and disbursements of the Treasurer therefor, and the nature of the same, the moneys now on hand and the purposes to which the same are applicable, the credits of the district, and its out- standing liabilities and the nature of the same, to the best of my knowledge. Accompanying this report are such of the paid vouchers for the period speci- fied as have been actually paid by the banks from the district funds; also a de- tailed list of the serial number of each order and the name of the party to whom ‘issued and the fund upon which drawn. I have also attached a list of the number and amount of each other now “Registered and Unpaid for want of funds.” Comprising this report are hereto attached the forty-eight pages constituting the same. Pursuant to adjournment the board of county commissioners of Itasca coun- ty met at the court house in the vil- lage of Grand Rapids this 20th day of August, 1912, at 10 o’clock, a. m. Members present: Commissioners King Nelson, O’Brien and Mullins. Commissioner Nelson moved that the chairman appoint a committee to exam- ine the work done by Wm. Smith under his contract for the construction of the Alvwood road. Also to examine the ‘work done by A. A. Mitchell & Co. under their contract for the construc- tion of the Good Hope and Third riv- er roads. The motion was seconded by Commissioner O’Brien and carried by unanimous vote. Commissioners Nelson, Shellman and King were ap- pointed as such committee. Commissioner OBrien moved the adop- tion of the following resolution: Re- solved that the sum of $125 be appro- priated from the county road and bridge fund to the town of Bass Lake to aid said town in the construction fo a high- way known as the Clark road; Be it further resolved that the sum of $300 ‘be, and the same is hereby appro- priated from the county road and bridge fund to the town of Ardenhurst to aid said town in the coustruction of a high- way running to the sawmill of the Is- land Lake Lumber Co.; Be it further resolved that the sum of-$300 be and the same is hereby appropriated: from the county road and bridge fund to the town of Lake Jessie for the improve- ment of State Road No. 1, south of Bowstring bridge in said town. The mo- tion was seconded by Commissioner Nel- son and carried by unanimous vote. An adjournment was then taken to 1 oclock,! p. m. Pursuant to adjournment the board again met at 1 o’clock, p. m. Members present: Commissioners King, Mullins, Nelson and O’Brien. The board then took up the hearing upon the petition to attach certain un- organized territory to the town of Car- penter. Attorney J. F. Wilkie appeared in behalf of the petitioners, and At- tdrney H. B. Fryberger appeared for certain parties in objection thereto. The territory in question being .located in Commissioner Shellman’s district and he being absent, Commissioner Nelson moved that the hearing be continued to the next meeting to be held on the 10th day of September. The motion was seconded by Commissioner O’Brien and carried by unanimous vote. The County Auditor was instructed to advertise for bids for grading coun- ty road No. 83 in-the town of Oten- en. The application of Louis Olson for correction of assessment and abatement of taxes upon lands in the town of Nore was approved and recommended to the Minnesota Tax Commission. Commissioner O’Brien moved that the Chairman appoint a committee of three to examine and ascertain the repairs necessary for roads in the town of Wawina. The motion was seconded by Commissioner Mullins and carried by unanimous vote. Commissioner Mullins, Nelson and King were appointed as such committee. The County Auditor was instructed to advertise for bids for one mile of road in townships 53 and 54, Range 24. Upon motion of Commissioner O’Brien the County Auditor was instructed to advertise for bids for a combination wood and steel bridge with stone or concrete piers across the Big Fork riv- er on county road No. 82. .The following bids for the construc- tion of the Grand Rapids and LaPrairie were opend and read: Brick Franzen for the sum of $860.65. J. S. Lofberg & Co. for the sum of $1073. Melvin M. Rosholt for the sum of $1284. Ww. E. Myers, grading, $1.50 per rod, clearing and grubing $20 an acre, cuts and fills 19 3-4 cents per cubic yard. Jasper M. Pogue for the sum of $600. E. F. Logan & Co.; grubing, grading and ditching for the sum of $600, mov- dmg dirt from cuts and fills 30 cents per cubic yard ,placing culverts fur- nished by the county, $3.00 each. The following bids for the construc- tion of County Road No. 111 were open- ed and read: A. A. Mitchell & Co. for the sum of $1726.00. John Hurley for the sum of $800. Commissioner Mullins moved that the bid of Jasper M. Pogue for the construc tion of the Grand Rapids and LaPrairie Road for the sum of $600 be accpeted. The motion was seconded by Commis- sionr O’Brien and carried b] unanimous vote. Commissioner Mullins moved that the bids for the construction of road No. 111 he rejected. The motion was sec- onded by Commissioner O’Brien and car ried by unanimous vote. Commissionr Nelson moved that the sum of $600 be appropriated from the County Road and Bridge fund to the town of Iron Range to aid said town in the construction of county roda No. 111. The motion was seconded by Commis- sioner Mullins and carried by unani- mous vote. Upon motion of Commissioner O’Brien, seconded. by Commissioner Nelson, the assessment for the survey of Section 4, Township 160, Range 28, was confirmed by unanimous vote. ‘ In the matter of bids for the con- struction of a Judicial Road on the line between St. Louis and Itasca. counties, Commissioner O’Brien moved the adop- tion of the following resolution: of St. Louis county, bids were received and opened by a joint committee rep- resenting said County Board at Hibbing, Minnesoir, on August 17th, last, for the ecnstriction of approximately ten (10) miles of the Judicial Highway estab- lished heretofore by the District Court of St. Louis county along the boundary line between the counties of St. Louis and Itasca, from the SW corner of Sec- tion 19, Twp. 61, N. R. 21 W., in said county of St. Louis ,the same being identical with the SE corner of Section 24, Twp. 61 N. R. 22, W in said coun- ty of Itasca, northerly to the N W corn- er pf Section 6 Twp. 62 N R 21, W, in said county of St. Louis the middle line of said route coinicding with the boun- dary line between the said counties, all as set forth in the dupulicate plats ef said road, approved by commission- ers appointed by said court, one of which plats was recorded in the office of the Register of Deeds for said county of St. Louis county in Book K, of plats, on pages 62 and 63, and the other of which was recorded in the office of the Register of Deeds for Itasca county in Book 28, of Miscellaneous ,on pages 628-633 and Whereas, said committee has recom- mended to this Board, that the follow- jing bids, which were the lowest and best bids on said work, be accepted by said counties, and contracts awarded therefore, to-wit: For one (1) mile along W. line of Section 19, Twp. 61-21, Martin Rein and R. Dolson for the sum of Nine Hundred Forty-five Dollars ($945.00). For one (1) mile along W. line of Section 18, Twp. 61-21, J. D. Olson, for the sum of Two and 1-4 Dollars ($2.25) Per lineal rod, or Seven Hundred Twen- ty; Dollars ($720.00). For one (1) mile along W. line of Section 7, Twp. 61-21, J. A. Westling, for the sum of Four Hundred Ninety Dollars, (490.00). For one (1) mile along W. line of Section 6, Twp. 61-21, Peter Palm, for ithe sum of Five Hundred Forty Dol- Tians, ($540.00). Now, therefore, this board having ex- amined the bids on said work and hay- ing considered the same and the recom- mendation by said committee, BE IT RESOLVED, That this board finds that said above named bids »y the above named persons are the lowest and best bids on said respective miles of said Qoad, and that contracts for building named, for the respective miles and for said road be and the same hereby are awarded to said bidders above named, for the respective miles and for the respective sums so bids by each of said Persons as above specified, the awards of said work being subject to the ap- proval thereof by the County Board of St. Louis county. Be it further resolved, that the chair- man of this board and the county aud- itor be and hereby are authorized to, exe- cute such contracts, on behalf of Itas- ca county, jointly with the county of St. Louis, with each of said above nam- and for the respective sums above speci- fidd, as bid by each of said persons; provided ,however, that the said work be completed on or before the 15th day of Act. A. D., 1912, with liquidated dam- ages of Five Dollars, (5.00) per day for each day’s delay thereafter, and that & good and sufficient bond in the amount of the respective bids be fur- nished by each of said persons or con- tractors to whom said contracts are awarded, conditions upon the prompt and faithful performance of said con- tract, and subject to the approval of the attorneys for the County Board of Itasca county and the County Board of St. Louis county. The motion for adoption of said reso- lution was seconded by Commissioner Mullins and carried by unanimous vote. The following communications were read) and filed: M. J. Thorton, Fire Ranger, in re~ gard to the burning of brush on cer- tain highways. J. B. Shanner, regarding the applica~ tion for the construction of a dam across Pople river. Public Examiner, in regard to the ex- amination of the records of Itasca coun- ty. Upon motion of Commissioner O’Brien,. seconded by Commissioner Nelson, the the plat of the village of Dora Lake was. approved by unanimous vote. Commissioner Nelson moved that the: chairman appoint a committee to direct the neecssary repairs upon a part of. County Road, No. 101, and a bridge thereon near the head of Ball Club lake. The said repairs not to exceed $300. The motion was seconded by Commis- sioner Mullins and carried by unani- mous vote. Commissioner Mullins moved that & polling place for the election district of Splithand be designated as the school house located in Section 82, township 53, Range 24. The motion was seconded by Commissioner O’Brien and carried by- unanimous vote. Commissioner Nelson moved that the polling place for the election district, of Long Lake be designated as J. <A.
