Designed and constructed by mem- bers of the staff of W. C. & A. N. Miller Development Co., the new house is situated on a large, beauti- fully landscaped lot in one of the Capital's outstanding residential communities. Spring Valley is a development which has gained na- tional recognition, and the Star home ranks high among the dwell- ings there in design and structural qualifications. There are seven rooms, two baths and lavatory in the home. The first-floor plan features a huge liv- ing room, a spacious library and a screened living porch which opens off the library. The floor plan of the house is decidefily livable and convenient. Visitors may inspect the home each day during the exhibition pe- riod between the hours of 10 in the morning until 9 at night. It will be open under The Star’s sponsorship through Sunday, May 19. Members of the Silver Star Homes Committee, a group of five housing experts, indorsed the Spring Valley home ‘wfter careful examination. Approval of the committee is neces- sary before a dwelling is awarded the Silver Star for merit in building. ‘The group has rigid requirements which a builder has to meet before receiving the honor. James S. Tay- lor of the Federal Housing Adminis- tration is chairman of the com- mittee. Other members include Ed- win H. Rosengarten, builder, mem- ber of the firm of Davis, Wick and Rosengarten; Fred A Smith, presi- dent of the Washington Real Estate Board; Irwin S. Porter, prominent architect, and John Nolen, jr., di- rector of planning of the National Capital Park and Planning Commis- sion. The house has been completely furnished by J. Harold Gooding. Oriental rugs were supplied by Neshan G. Hintlian. ‘There is a spacious center entrance hall to the new home, and the ar- rangement is such that a maid may answer the front door bell from the kitchen without having to pass through any of the main rooms. The dining room, to the right of the en- trance hall, is 15% feet long and slightly more than 13 feet wide. The kitehen, directly back of the dining ¥oom, is large, .unusually well equipped, and conveniently ar- ranged. There's a small service porch off the kitchen The living room, to the left of the ball, occupies the entire depth of the house. It is 24 feet by 13 feet 38 inches in size. This room has an attractive fireplace, large windows st either end, and an abundance of wall space, making it easy to fur- nish attractively. The library is 15 by 10 feet 6 inches in size. The living porch is 16 by 9 feet. A lava- tory completes the first-floor plan. There are three bed:ooms and two baths on the second floor. House Building for Nation Up 27%, Survey Shows Labor Department Statistics Reveal Gain in Works Construction reports for March featured an increase of 27 per cent over February in permit valuation of new residential building, Secre- tary Perkins stated today following completion by the Bureau of Labor Statistics of its monthly survey of construction throughout the country. Somewhat lower gains were regis- tered by other types of construction. New non-residential building showed & gain of 14 per cent, while the value of additions, alterations and repairs to existing structures was up 9 per cent, comparing March with Febru- ary. Total building construction was 21 per cent higher in March. Although March permit valua- tions for residential construction were 4 per cent higher than during the corresponding month of 1939, there was a decrease of 5 per cent in the total value of all types of building. This decrease was brought about by a drop of 16 per cent in non-residential building and a de- cline of 14 per cent in moderniza- tion work. Building Construction Drops. Building construction in the first quarter of 1940 fell considerably below last year. Miss Perkins said this decline was about 10 per cent. Valuation of building in the first three months of this year was placed at $421,836,000. In the same period residential construction was valued at $240,846,000, an increase of 3 per cent compared to last year. Washington dropped from third to fourth place among cities of the country in value of all types of construction for the quarter. The Capital's total was placed at $11,- 982,244, a decline of about $500,000 {from last year. This figure included activities of the District and Fed- eral Governments, as well as private enterprise. New York City, Los Angeles and Detroit had quarter building totals larger than the Capital. Permits issued during March pro- vided for 27,763 dwelling units.
