Advances of more than a point | were registered for Third Avenue Railway 4s and 5s toward the close, | but trading elsewhere in the list | was scanty. Gains and losses of small frac- tions accompanied routine transac. tions, but the speculative element was entirely out of the proceedings. ‘The “wait and see” attitude ruling the stock market was dominant in loan trading as well. A shade higher were Alleghany 5s of 1950, stamped; Shell Union 25, New York Steam 31s, Rock Island general 4s of 1988 and North- | ern Pacific 4s, while down slightly were American Telephone 3;s of 1966, International Hydroelectric 6s, Anaconda Copper 41:s, Internation- al Paper 5s, Penn Dixie Cement 6s, New York Central 5s and Baltimore | & Ohio convertibles. United States Governments were | almost neglected, with small gains| in some traded issues. Tending a little lower in the for- eign dollar loan division were Bel- | gium 6s, Denmark 41.s and Italy 7s. Up a bit were Canada 4s, German | b1zs of 1965 and Milan 614s. NEW YORK, April 25.—“Women Investors of America” yesterday added its voice to those of certain investment groups that have urged Congress to investigate the internal workings, policies and aims of the Securities and Exchange Commis- sion. | In a special bulletin to its mem- bers, composed solely of women, and described as “substantial” in numbers, Miss Catherine Curtis, | national director, urged them to call on their congressmen to look into the New Deal financial agency to “de- termine whether it is being used to impede the free flow of capital into indu$try, decrease private em- ployment, reduce investment oppor- tunities and promote foreign ideas relative to Government control and\ public ownership.” “While some of the largest for- tunes in the country are owned by women,” she said, “it is the woman whose savings are invested in a few shares of stock that has the greatest stake in the financial welfare of the | country. To such a woman, the | continuance of the private ente: prise system is most important.” A month ago Representative Crawford, Republican, of Michigan introduced a resolution for an in- vestigation of the S. NEW YORK, April 25—Time magazine’s index of business condi- tions fell sharply last week from 96.1 to 934, the lowest weekly figure in 10 months. During the last’ four weeks, the magazine stated, spending in trade centers has averaged (after sea- sonal correction) about $11,000,000 & day less than during the preced- ing four weeks. Time's index of business condi- tions, derived from money and banking figures, is designed to re- flect changes in underlying condi- tions likely to affect the volume ot business. Bituminous Output Unchanged in Week The National Coal Association, from incomplete car-loading reports from the railroads, estimates bitu- minous coal production in the United States for the week ended April 20 as approximately 7,700,000 net tons. The latest rise brought private construction for the year to date to a level 12 per cent above the corresponding period last year. Total engineering awards for the week were 7 per cent larger than a year ago, but 3 per cent below the previous week. Public construction failed to keep pace with private contracts, falling 1 per cent under the same week last year and 5 per cent from a week ago. Because of the lag in public con- tracts, 1940 construction volume, to- taling $854,557,000, is 18 per cent be- low the corresponding period of | 1939.
