Cc-2 PERIL OF TRAFFIC - NEARZ00 CITED . Connecticut Ave. Citizens’ == Assoclation Asks Condi- tion Be Removed. %rafic hazards and congestion at the Connecticut avenue entrance to the Zoo, especially on Sundays and holidays, were discussed last night at the meeting of the Connecticut Avenue Citizens’ Assoclation and a resolution was passed asking the di- rector of traffic to devise methods of making the crossing safe. Many of those visiting the Zoo must cross to the west side of the street to board buses, and as there # no traffic signal at the crosswalk, which is at the top of a slight hill, this crossing is particularly danger- ous, it was declared. Suggested meth- ods of eliminating the hazard were the installation of a traffic light or a pedestrian underpass, Urges Sales Tax. I another resolution the asso- elation asked repeal of the busi- ness privilege tax and the in- crease in real estate taxes, with & low-rate sales tax substituted for them. According to the resolu- tion, sponsored by A. J. Driscoll, the rate of the sales tax would be de- termined by the Commissioners, ac- |~ eording to the annual state of the budget. The association also asked that the 1939 District budget be lim- fted to a maximum of $46,500,000. The Federation of Citizens' Asso- elation, through its Zoning Commit- dee, was asked to sponsor legislation forbidding petitions for rezoning property to be filed within a three- year period, after an initial petition for the same property rezoning had been refused. In introducing this Matter, Thomas B. Weigel stated that twice this year he and other resi- dents of his neighborhood had been forced to appear before the Zoning Commission to oppose petitions from the same persons for rezoning the same property. New Playground Asked. N Among other matters acted upon |- by the association was a request thaf the Board of Education acquire land now vacant next to the Oyster School for a playground. Support was pledged to the Citizens' Emergency Committee in its efforts to raise funds to supply lunches for needy #chool children, to which $5 was do- nated. Harry C. Groves was re-elected to gerve his second term as president. Others named to office were T. Weigel, first vice president; W. H. Ross, second vice president; Mus, Busan B. Frasier, secretary; Miss Eliz- abeth Groves, treasurer, and Groves and David Babp delegates to the federation. ' THE Nature’s Children Harlan’s Hawk (Buteo borealis harlani). | BY LILLIAN COX ATHEY. HIS handsome fellow has often been mistaken for the red- tailed hawk when seen from some distance, but his coloring is quite different and his call-note is much longer in duration. When you hear Harlan’s hawk it is like “kee- ee-ee-e-e-ee.” His cousin, it is said, “squeals like a pig.” This hawk’s livery is a dark sooty fuscous on the upper parts. The feathers are barred with whitish or gray and sometimes rusty color. The tail is mottled with black, brown, tan and white, the underparts slightly spotted across the first half and sooty on the latter part. The colors blend so perfectly that the hawk appears black from a distance, STEAMSHIPS, BERMUDA VIA FURNESS, $60 up. round . with private bath on Monarch of Bermuda and Queen of Bermuda. The insects con- sumed make the hawks of economic importance to the farmer. The mice and rats, & cause of great loss to the agriculturist, are only kept within EVENING STAR, WASHINGTON, & reasonable number because of the hawks in the neighborhood. ‘The sad revelations of the Biological Survey have convinced those who have killed off their allies to see the truth and spare ‘them. ‘The fact that hawks are seen in a neighborhood 1s/of enough significance to make us realize that there must be food for them. With the exception of & few raids on poultry yards and birds, the hawks have been policl: the territory where no doubt million: of insects and many rodents abound. The nest of Harlan's hawk is a bulky affair made of coarse twigs and sticks. Bach year it is freshened up a bit, and fresh feathers in it usually in- dicate the recent occupancy of the new family. The bables have & scanty little birthday suit of white down. This soon becomes more adequate and in a short time the pin feathers push their way through. The parents are pretty fierce during these days and fight together to save their offspring. It is dangerous to at- tempt to peep into the nursery unless your face is well protected.
