STONE. ‘Washington members of the Invest- ment Bankers' Association of America have received word from headquarters that the program for the coming meet- ing at White Sulphur Springs, W. Va., will include a forum address by George C. Mathews, a member of the Se- curities and Exchange Commission and another by Frank R. McNinch, . chairman of the Federal Communi- cations Commis- sion. Forums on regu- lation of the in- vestment business, the public utility § industry, Federal g taxation, and mu- nicipal finance will feature the twenty- g sixth annual con- vention early next month. Another George C. Mathews. . ooker will be Dr. John H. Williams, Harvard professor who is vice president of the Federal Reserve Bank of New York. Charles M. Johnson, Treasurer of the State of North Carolina, is also down to speak. In addition to five forums, there will be three convention sessions. covering recent developments in business and finance, committe reports on research work and the annual election. Francis E. Frothingham of Boston, nominated to succeed Edward B. Hall, Chicage, as president, lived in Washington dug- ing the World War and*headed the public utilities division of the War Finance Corp. A native of Brookiyn, he has been in the investment business in Boston for many years and very active in the association. Specialized Meetings Planned. Three specialized meetings on agri- eulture, customer and public relations, and clearinghouse problems will be included among the activities at the convention of the American Bankers' Association in Boston next week. Henry J. Steeps, president of the Bank of Baraboo, Baraboo, Wis., will outline the program undertaken by bankers in that State to improve re- lations with customers and the public. Jesse F. Wood, vice president of the State-Planters Bank & Trust Co, Richmond, Va., will discuss the in- dividual banker's responsibility in customer relations. The Agricultural Commission will have a Four-H Club demonstration to be staged by the Massachusetts State College. H. H. Griswold. mera N. %X, presidc at the table conference. At this session H. H. Home Loan Status Reported. Outstanding bonds of the Home Onwers’ Loan Corportaion totaled $2,963,588,575 on September 30, Patrick J. Maloney, treasurer of the corpora- tion, reported today to the Federal Home Loan Bank Board, which super- vises the H. O. L. C. Mr. Maloney listed a total of $284,- 251,800 in bonds ordered retired or cancelled from th~ Bond Retirement | Fund. These bonds include: 4 per | cents, $40.716,100; 3 per cents, Series | A, $1,710,875; 234 per cents, Series B, $35,023,450; 2!y per cents, Series G, $222375: 1'; per cents, Series C, $49,736,000; 135 per cents, Series D, $49,843,000; and ; per cents, Series H, $107,000,000. Many of these bonds are held by Washington banks and building and loan associations, home loan officials id today. Industrial Profits Higher. A 30 per cent increase in profits of the larger industrial corporations dur- ing the first nine months of 1937 was reported today in the Federal Reserve | Board's Monthly Review. At the same | time the board pointed to a slacken- ing in the rate of profit increase. The board added that a recently formulated program for easing credit probably forestalled the necessity of member banks borrowing from Reserve institutions to meet Fall and Christ- Mmas money demands. Reviewing general business condi- tions, the board said securities offered for sale by domestic corporations to- taled about $300,000,000 during the third quarter of this year, or only about one-third of the average offer- ings in the preceding four quarters. “The smaller amount,” the board said, “reflects in part the usual Sum- mer dullness, and in part the contin- uance of unsettled price conditions in the security markets.” The Bulletin called attention to the Beptember decline in industrial pro- duction, which normall, should show an increase over A.gust; dependence of the steel industry on backlog orders, and the slowing up of new capital issues. Retail distribution, on the other hand, is considerabl: larger in volume than last year, the report said. Off to Chicago Convention. Washington insurance men will leave here shortly to attend the Amer- ican Life Convention in Chicago next week. The delegation will include Howard W. Kacy, vice president and general counsel of the Acacia Mu- tual Life, and D. F. Roberts, treasurer; W. W. Crisp, vice president; Conti- nental Life; G. A. Clar!, vice presi- dent and actuary, Equitable Life In- surance Co, and F. M. Nettieship, .~ secretary of agencies. Mr. Nettleship is chairman of the national organizatior's industrial sec- tion and will preside at next Tyes- day's session. Heard in Financial Dlltflcl. Following action of the New York Stock Exchange, the Washington Stock Exchange will be closed next ‘Tuesday, Columbus day. All banks will be open as usual. Roderic Peters, W. W. Wallace, P. J. Griffin and L. G. Ehret, all officials connected with the Washington office of Servel, Inc, will be among 150 representatives from all parts of the country to attend the annual Fall sales conference of the company set for October 18 and 19 at French Lick, Ind. Directors of the Lnnxt,on Monotype Machine Co. have declared the regu- lar quarterly dividend of $1 per share, payable November 30 fo shareholders ©of record on November 19, Lanston Monotype stock sold at 80 on the Washington Stock Exchange today. The ticker tape speeded up as offer- ings came in blocks of 1,000 to 4,009 shares and for a while was hehind actual floor dealings./ A little support arrived before the close and extrem:> declines were reduced in many case Contributing to the relapse was a sharp break in cotton futures foll ing the Government's forecast of the largest crop since 1926 and the secon greatest on record. Other commod: ties skidded and bonds dipped. The stock list opened slightly lower, but soon moved up under leadcrship of steels, motors, aircrafts ana spe- cialties. Apathy of the rally, however, soon inspired cashing in of profits and bellwethers of the morning led the final threat. Transfers were, | shares. Although less talk was heard of “war babies,” some stocks in this category attracted followers for a time. Trading forces appeared a bit confused regarding possible reperc sions from America’s stand on gressor” nations, including the de nunciation of Japan on the Chin conflict. Pending the President’s conference with his cabinet on foreign affairs and the advisability of a special session of Congress—the latter was stresed by the cotton report—many comm sion house custom were said to have adjourned to the sidelines.
