In ordinary debate Barkley speaks in a moderate tone, but when he warms up to defense of his party and its policies he has a reserve volume of vocal strength that resounds across the Senate chamber. In addition to his work on national legislation, Senator Barkley in recent years has handled legislation of in- terest to Washington as chairman of the Senate Library Committee, and as head of the Joint Committee on Uibrary.
