Rodgers, 68, a minority clerk of the House of Representatives and former sergeant at arms, died yes- terday in Emergency Hospital from a heart attack Mr. Rodgers, who lived at 2924 Macomh street, began work at the House as a file clerk before the Wilson ad- ministration and was minority clerk there dur- ing the two terms of the wartime President.
