SEATTLE, July 8.—James Scripps, treasurer of the Scripps League of Newspapers, announced early today the Seattle Star would reopen its strike-bound plant at 8 a.m. Friday. His announcement followed a promise by Mayor John F. Dore to use police to disperse picket lines, a resolution by the Central Labor Council con- demning the strike. Scripps said no agreement had been reached with the American Newspaper Guild, which called the strike Satur- day.
